Yes, there has been quite some interest in this debate although the Motion is just for noting the Report of the departmental committee. Listening to the debate, you notice that we veered off from the Report to a general discussion. Perhaps it might be a good point to ask the Mover to respond. view

The substitution relates only to (a). So, perhaps for clarity, can we dispose of (a), then move to (b) and (c) separately? view

I rise to support the Report of the Committee and congratulate them for working overtime to get this matter sorted out within the limited time that they had. Because I do not have much time, I just want to lay down some basic principles that can help Members to appreciate where we are. What we had was an overly exaggerated budget that could not match the revenues that were required to finance it. Having realised that, the natural thing is that you then have to go back and work on your expenditure because that is what you have control over.   • 20 Sep 2018 in National Assembly: So, the austerity measures cannot be put in a way that impedes even the work of this Parliament. I am happy that even the Judiciary has been given more money so that the institutions can complement one another. So, I urge this House that what we basically have before us is a schedule of our best projections at this moment. Those things could change and if it changes for the better, the money will increase and the NG-CDF will be enhanced and more money will go to schools and it is this same Committee that we have given this responsibility. view
  • 20 Sep 2018 in National Assembly: If on the other hand we stick to what we already have and we tell the people that we are budgeting on Kshs117 million per constituency, revenue is not realised and you have given contracts to people to do schools, you will end up with no Exchequer releases and pending bills will be accumulating.
