  • 26 Apr 2018 in National Assembly: The Committee, therefore, recommended that the KNEC reviews its public relations strategy to promote professional engagement with the stakeholders and members of the public, especially Members of Parliament, in delivering its core mandate. I wish to table the response by the Principal Secretary in the State Department of Early Learning and Basic Education within the Ministry of Education. view

  • 25 Apr 2018 in National Assembly: On a point of order, Hon. Temporary Deputy Speaker. I am worried that we are veering off the Motion on the Floor of the House. It is very clear on reporting progress and seeking leave to meet another day in the Committee of the whole House to move on from Clause 99 until the end. I want to thank the Leader of the Majority Party for having looked at what we are doing. The amendments we are passing are going through Second Reading because they are new clauses. Look at the number of Members who are here. This is the ... view

  • 25 Apr 2018 in National Assembly: We legislate in this House for the good of this country. view
  • 25 Apr 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I hope I will not be interrupted again, so that I can finish. My point is that, we all want to be fairly informed about these amendments because they are very fundamental. I would like to see some research concerning their implication on the overall Bill. I cannot sit here and legislate in ignorance. I do not know the implications of these amendments and I am sure this is the same with every Member. It is very important for us to take this break and let these amendments to synthesis. We should give them ... view
  • 24 Apr 2018 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I rise to oppose this amendment or introduction of this New Clause at this stage. I have listened to the Mover. What he is trying to do does not solve the problem he is trying to solve. He seems to have a problem with Clause 147 which says “may”. But, this amendment is not referencing to amending the “may” in Clause 147 to make it “shall”. It is creating another “shall” in Clause 145. Then, we will have a “may” in Clause 147. We will end up with two laws that are conflicting; one ... view
  • 24 Apr 2018 in National Assembly: Let me just finish. I am reading what is included here. view
  • 24 Apr 2018 in National Assembly: Hon. Temporary Deputy Speaker, I would like the Hon. Nassir to be attentive especially as a Mover of an amendment. Listen to the Members as they are contributing so that we do not end up with a confusion. I am very clear that Clause 147 provides a “may”. His proposed amendment to Clause 145 is providing a “shall” within the same section of the Bill. That is a conflict. Most importantly is that the New Clause 145A (2) being proposed says that the Authority shall grant more than one distribution licence provided it has received more than one application and ... view
  • 24 Apr 2018 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. The issue of the monopoly and opening up the space has already been provided for in Clause 145. We also have an anti-competition law in this country which this House has passed. It underscores the whole issue of how competition will be allowed or disallowed within the country. So, let us not try to create mandatory granting of licences to some people then end up tying ourselves in a noose that we will not get ourselves out of. Granted, this Bill is already over-edited. We are almost losing track. I wish Hon. Nassir would ... view
