  • 13 Sep 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I wish to thank hon. Members for supporting Government policies that are aimed at sustaining and enhancing the rate of economic growth in this country. To be more specific, I thank hon. Members for the support they have given to the taxation proposals during this year's Budget, which were exhaustively discussed during the debate on the Budget. The debate on the taxation proposals was passed by this House. September 13, 2007 PARLIAMENTARY DEBATES 3961 Mr. Temporary Deputy Speaker, Sir, we are here today to continue with the debate that was overwhelmingly supported by the House, ... view
  • 12 Sep 2007 in National Assembly: Mr. Speaker, Sir, pursuant to the order you gave in the House on the matter of the operationalisation of the Privatisation Act, I wish to issue the following Statement on the status of the operationalisation of that Act. Mr. Speaker, Sir, the privatisation Act contemplates that there will be ongoing transactions prior to the commencement of the Act. For this reason, it provides in the Third Schedule, transition provisions that:- "Upon the coming into operation of this Act, the Commission shall take over the implementation and management of any ongoing process leading to privatisation in a class set out in ... view
  • 12 Sep 2007 in National Assembly: Mr. Speaker, Sir, Section 5(1) of the Act provides for the various officers appointed by the President, the Attorney-General, the Permanent Secretary to the Treasury, seven members, not being public officers, appointed by the Minister and approved by the relevant committee of Parliament by virtue of their expertise in such matters as would ensure that the commission achieves its objectives and very critically, the Executive September 12, 2007 PARLIAMENTARY DEBATES 3901 Director. • 12 Sep 2007 in National Assembly: In making my contribution, I wish to request the House that we set aside the emotions on this particular issue. Let us ask ourselves if we really want an Advisory Board that is functional or not. Mr. Temporary Deputy Chairman, Sir, I happen to have sat in the first Kenya Anti- September 12, 2007 PARLIAMENTARY DEBATES 3907 Corruption Authority (KACA) as the representative of the accountants when we went through the setting up of the body. • 12 Sep 2007 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I will be September 12, 2007 PARLIAMENTARY DEBATES 3913 very brief. A few minutes ago, there was spirited defence in terms of the wisdom and decision of the House in leaving out the Government within the KACC Advisory Board in 2003. I now hear a total reversal; that in 2003, we made a mistake by including these Sections 26, 27 and 28. The reason behind the inclusion of Sections 26, 27 and 28 as sound. Let me say that if a law is being abused by the implementor, that should not be the reason for ... view
  • 11 Sep 2007 in National Assembly: Yes, Mr. Temporary Deputy Chairman, Sir. I would like to confirm that this Ministry has programmes across the entire country. For the first time, we have seen development taking place in our slums, like the completion of the housing September 11, 2007 PARLIAMENTARY DEBATES 3817 scheme in Kibera. We have seen houses for civil servants coming up in Ngara and Kileleshwa estates. There are about 276 units which are coming up through the work that is being done by this Ministry and the National Housing Corporation (NHC) including providing loans to the rural farmers up to Kshs1.5 million to improve ... view
  • 11 Sep 2007 in National Assembly: Mr. Temporary Deputy Chairman, Sir, the commitment was not 500,000 units of housing. The commitment by the NARC Government was to facilitate the creation of up to 150,000 housing units per year. The Ministry has been doing that through policy frameworks through providing incentives including those incorporated in the Finance Bill, which I hope that by the time we go through, will unlock the door for people to develop all those houses. The beauty with what is happening now is that when you go across the entire country, there are houses coming up everyday because of the empowerment that the ... view

  • 11 Sep 2007 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I think hon. Maore has really brought into perspective what the NSIS is all about. It is not just a witchhunt organisation. I think we are having a very narrow view of the NSIS. I would like to confirm that this is a professional intelligence service with operations on a global scale. The nature of those, obviously, cannot be discussed. In terms of their budget, there is no money included here for political purposes, as earlier alluded. It is an independent intelligence service with its own operations. view
