Mr. Temporary Deputy Chairman, Sir, I beg to oppose this amendment although I believe that we all agree with the spirit of the amendment. This is a matter which is already included in the Political Parties Bill. In view of some of the constitutional issues that have been raised, I would like to remind this House that, last week, we made a decision to postpone the debate until issues have been agreed upon. Mr. Temporary Deputy Chairman, Sir, I am surprised that this House should actually be deleting an amendment that is meant to bring some credit to our laws, and to protect the communities from a few individuals whose passion is to incite other people to rise above those communities. I believe that, as Ms. Karua mentioned, if we read what is being proposed, against what is existing within the law, it is actually a paraphrasing of what is already contained within the law and making it more clear. Mr. Speaker, Sir, the Privatisation Act was passed by the House and assented to by His Excellency the President. Since that time, we have been working on the modalities to actually put it in place. Mr. Speaker, Sir, I have no intention of taking away powers from Parliament. Parliament passed the law. Within that law, Parliament set out a whole set of things that need to be done before the law can become operational. We said that when all that was ready, the Minister would gazette the law.
