15 Aug 2007 in National Assembly:
Mr. Deputy Speaker, Sir, we are all aware that there are constitutional review talks going on. Consensus takes time. But time is of the essence. I believe we all appreciate that, if we are to have elections within a Constitution, we need to give proper instructions to the ECK in terms of---

15 Aug 2007 in National Assembly:
Mr. Deputy Speaker, Sir, as far as I am aware, the Committee headed by the Vice-President and Minister for Home Affairs is still in session! It has never been disbanded. We are aware that consultations are still ongoing. However, those consultations must have their own time.

15 Aug 2007 in National Assembly:
Mr. Deputy Speaker, Sir, I believe I have said very clearly, that as far as I am aware, the Committee has not yet been disbanded. As long as the Committee is still alive, we are very anxious to receive its report. I am surprised that the Co-Chair is not aware of the consultations. The point I am making, and I do not want to get derailed, is that even as the consultations take place---

15 Aug 2007 in National Assembly:
Mr. Speaker, Sir, I believe that this Bill was published and hon. Members had enough time to consult their constituencies because we represent constituents. The cry out there is that some people feel that they are under represented and they want more constituencies. The cry out there is that women feel marginalised and they do not have a level playing field through which to compete and be brought into mainstream decision-making processes. Mr. Speaker, Sir, the Kibaki Government has been about mainstreaming the issues of women and bringing them into decision-making, not just in the periphery, but in the centre. ...

9 Aug 2007 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, I just 3134 PARLIAMENTARY DEBATES August 9, 2007 want to record the thanks, perhaps, from this side of the House, in terms of the bi-partisan support that has been shown on this national issue. I also want to request that, perhaps, we should extend the same to all other issues affecting this nation. That way, we shall be serving Kenyans.

8 Aug 2007 in National Assembly:
Thank you, Mr. Speaker, Sir. I rise to second this Motion on the Ministry of Energy, which is very critical for the development and growth of this country. As you can see from our decorations, we have just come from a function in which we were celebrating the awarding of the ISO 2000/9001 certificate to Kenya Pipeline Company, one of the flagship companies within the Ministry of Energy. That basically shows what is happening within our parastatals. Mr. Speaker, Sir, in looking at the Ministry of Energy, I believe that it is all very clear to us. The Minister, even ...

17 Jul 2007 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, I stand to second this Motion, which touches on education, which is at the very heart of the Kibaki Administration, on the firm conviction that investing in education is investing in our people and in our future. I would like, at this point, to note---

17 Jul 2007 in National Assembly:
Thank you, Mr. Temporary Deputy Speaker, Sir, for that protection of my rights. Before the interruption, I was commending hon. Members for taking education very seriously, including the many hon. Members who are now attending university education. I believe it is in the firm conviction that ignorance is not good for this country. In addition to investments in infrastructure, I believe we need competent manpower not just for Kenya and the region, but, indeed, for the whole world. Kenya has set an example in terms of providing that manpower within the entire Southern Africa, East and Central Africa, Europe and ...

4 Jul 2007 in National Assembly:
Mr. Speaker, Sir, I have just tabled a list of the 62 driving licences that the hon. Member requested. Secondly, just for the benefit of hon. Members, when KRA hires drivers, in addition to the oral interviews they undergo, they actually have to go for a thorough retesting and retraining by AA because we are concerned about the safety on our roads.
