So, it is not one or the other. All these projects should be going on in tandem. The youth are being incited they will be given money. We should tell them to apply for the Kenya Youth Empowerment and Opportunities Programme (KYEOP), which is now at cycle 7D for youth between 18 and 29 years who never passed through O level of education. Perhaps, if we remind ourselves, we used to have the Interpretation of Statutes Act (Cap. 2), which basically had all these definitions. But after the new Constitution, I do recall a lot of discussion proposing that any new law coming up should adopt the new nomenclature. Because we are at a point where we are reviewing a specific Act, we must clean it up. Because some Acts talk of minister and they have not been amended does not mean that people do not ... view
