Hon. Temporary Deputy Chairlady, I have no problem in terms of it being read a Second Time. I believe, from the Order Paper, that New Clause 4A is to determine the contributions to be made by the contributors to the Fund, or are we looking at different Order Papers? So, just in case we have two different Order Papers, let us tidy up so that we can know the correct one.

I can see it now. There are two New Clauses 4A and that is where the confusion is. We need to know that it is the New Clause 4A by the Chairlady distinct from the New Clause 4A by the other Member.

Thank you, Hon. Deputy Speaker. I rise to support this Bill and congratulate the Member for not only this Bill, but several others that he has sponsored. I believe that is the spirit we want; Members to be fully involved in legislation. So, congratulations, Hon. Gideon Keter, for bringing this up and addressing the issues affecting the youth in this country. We know that job opportunities, not just in Kenya, but on a global basis, are on a decline. I support the Bill in terms of principle. It is a fairly straightforward Bill. It is simple. We do not even need to belabour much on it. I hope the Committee will also guide us in terms of any other tinkering with the Bill as required to make it better. This is the kind of policies and laws that we need in order to facilitate our youth and remove the bottlenecks that hinder them from accessing employment. I know Hon.
