  • 7 Oct 2020 in Senate: Madam Temporary Speaker - I will not say “Sir” this time - I have noticed that on the board, there are the Principal Secretaries representing Water, Roads, Health, and of course, “ mtu wa pesa”, the National Treasury. In Article 204 of the Constitution, the areas that will be the target of the use of this Fund include of course water, roads and health facilities. That has been provided for. view

I would think that the Cabinet Secretary (CS) for Energy or the department in charge of electricity should also be added to the board. This is since there is a specific requirement of the Constitution that those areas be provided with electricity. view
  • 7 Oct 2020 in Senate: Madam Temporary Speaker, the other area particularly on the board, is the persons to represent the marginalized communities; that they be appointed by the CS. I would like to add there that maybe they should be appointed by the CS through a transparent and accountable process; not just somebody sitting in Nairobi and appointing a person to represent the marginalized communities, without the necessary consultation and so on of those marginalized communities. Those are some of the small points that I wanted to raise on this matter that should be taken into account, particularly during the Committee stage. view
  • 7 Oct 2020 in Senate: Madam Temporary Speaker, this is a very important Bill. It is good we are now operationalizing it. I hope that when it is enacted, the Government will make sure that every year, the marginalized communities get what is due to them under the Constitution. view

  • 6 Oct 2020 in Senate: My father, when the East Africa Community collapsed, was appointed to head the United Nations Agency that dealt with locusts in East, Central and Southern Africa. At that time, I remember they had very many planes. If there was any locust invasion anywhere, it was that organization that came in and helped the member states to fight it. view
  • 6 Oct 2020 in Senate: When my father was still the head of that agency, they build a hanger in nation States. There was a very big hanger that was at Wilson Airport with about four to six planes, which would come into play just if there was a locust innovation.   • 6 Oct 2020 in Senate: the Ministry of Agriculture now doing things and trying to get planes and what not, those were the type of duties that, that agency of the UN was doing automatically, with planes, pilots, pesticides and everything available. When I enquired about it - and Sen. Wetangula here can confirm because he was the Minister for Foreign Affairs - it appears that long after my father left, that UN agency was converted into IGAD and the operation on locusts ceded to the Africa Union (AU) under the Commission of Agriculture.   • 6 Oct 2020 in Senate: When an answer is being given to this, I would like if possible for the Committee to go into the issue as to whether or not what was there before can be revived because it was very effective in assisting member states to fight locusts. view
