  • 2 Oct 2018 in Senate: Thank you, Mr. Deputy Speaker, Sir. This is an important Bill, which I am glad is being passed now. The very serious powers of impeachment have been conferred to the Senate under our Constitution. In fact, Article 145 is very clear that, we, the Senate, the “upper house” and the House of elders should be entrusted the exercise of this very grave powers to impeach a President, and under the County Governments Act, to impeach a governor. Of course, when it comes to Cabinet Secretaries, (CS’s), this is done by the relevant committee of the National Assembly. However, for the ... view
  • 26 Sep 2018 in Senate: Thank you very much, Mr. Deputy Speaker, Sir, for giving me the opportunity. I thank the Mover of the Motion, who is the Senate Majority Leader. When I visited the USA for the first time in 1979, I was surprised that the only persons that people in the USA knew from Kenya at that time were not my President or anybody else, but Kipchoge Keino and Naftali Temu. That is when I knew that athletics is important. As a nation, we have not invested properly and heavily in sports. We have benefited a lot but, have not invested properly. This ... view

  • 25 Sep 2018 in Senate: Mr. Speaker, Sir, I do not challenge your ruling in referring this matter to the Committee on Labour and Social Welfare but in the course of the debate, it occurred to me, and it is now a suggestion, that it should be jointly referred to the Committee on Labour and Social Welfare and another Committee that deals with natural resources. That is an answer to the Senator of Nyeri who asked why we put this thing here. I want to assure him that everything is in this Constitution. We have a whole section on environment and natural resources in Article ... view
  • 25 Sep 2018 in Senate: utilise the environment and natural resources for the benefit of the people of Kenya”. The definition of natural resources, other than the Constitution, includes minerals. When it comes to these resources, the Constitution has provided that the county assembly can also be concerned with agreements relating to utilisation of natural resources. If I understood my dear friend, Chairman, right, that is exactly what was said---. view
  • 25 Sep 2018 in Senate: If Sen. (Dr.) Zani‟s Bill which touches on natural resources is directly relevant to the Petition before you in as much as it also concerns the sharing of that--- The devil in Africa today is that, the people on whose property the various mineral resources exist have been so much misused by these investors that the environment where they live has been destroyed. They do not benefit from it. That is why sometimes it is said that natural resources in Africa are a curse. view
  • 19 Sep 2018 in Senate: Thank you, Madam Temporary Speaker, for giving me the opportunity to speak on this Report. I must confess that I have not refreshed my memory on this Report. I have just walked in and nobody wants to speak. Today, I am faced with dual representation--- view
  • 19 Sep 2018 in Senate: No, Madam Temporary Speaker; I did not say that. I said that I have just walked in--- view
  • 19 Sep 2018 in Senate: Madam Temporary Speaker, I know it is a very long list. I was being challenged by a dual team of people from Maasai land. There is a very serious one sitting in the Chair and another one challenged me as I walked in. I, therefore, felt a bit intimidated to speak on this. Madam Temporary Speaker, let me just touch on the general issue, which comes at the very end. When I was in this Committee, we noticed that the revenue collection targets that counties had set for themselves were not being met. The fact that they had an opportunity ... view
