Mr. Deputy Speaker, Sir, he is my opponent and not my friend. That was really with a light touch. What I was really saying is that, they can go to an advocate; in fact, there are advocates who can immediately apply for an Order of Mandumus . Since they have the certificate of order against the Government, let him apply for Mandumus . I am quite sure that if that Accounting Officer gets that order, he will go and plead and sleep at Treasury until he gets the money to pay.

Madam Temporary Deputy Speaker, I rise to support this petition of the Abasuba People. It is called historical human rights violations, but I would rather term it as the rights of the minorities because the Abasuba are a minority within the Luo Community and minorities have rights everywhere. Although they have quoted Article 44(1) which is the correct article, they should also have referred to Article 56 of the Constitution which talks about minorities and marginalized groups; this would have helped fortify their petition. Madam Temporary Speaker, I agree with what Sen. M. Kajwang' has said. I would also like to add – and the Committee can look into that as well – that the third wave that came were of the Luhya. Therefore, there is some Luhya element among the Abasuba and that is why he tends to look like me, because there is some Luhya blood in him.

Thank you, Mr. Deputy Speaker. I support strongly the Statement requested for by Sen. Orengo. I support what Sen. Wetangula has said by way of information because I was also privy to it. Let us not take this as a territorial issue because Migingo Island and all these islands are in Kenya. We should not be seen as admitting that there is a territorial dispute. These are our islands.
