Thank you very much, Mr. Speaker, Sir. I, too, want to add my warm welcome to the PTA and teachers of Alliance Girls’ High School, Kikuyu. You forgot the word ‘Kikuyu.’ It is ‘Alliance Girls’ High School, Kikuyu;’ just like Alliance High School Kikuyu.

The postal address is P.O BOX, 7 for the Boys’ School; I do not know the one for the girls school. Being an old boy of Alliance High School, Kikuyu, the Girls’ School was a ‘hunting’ ground in the “valley,” particularly on Saturday and Sundays. I am pleased to say that as I am always very successful. I succeeded in getting my better half, who was an old girl of Alliance Girls’ High School, Kikuyu.

I think my dear friend, Donald Wachieni Kaniaru, otherwise known as the ‘son of man,’ has been the Chairman of the PTA for quite some time. Through him, I have come to know what has been going on at Alliance Girls’ High School, Kikuyu. I want to commend you for what you are doing. Thank you, Mr. Temporary Speaker, Sir, for giving this opportunity to contribute to this important Bill. I want to commend Sen. Mutula Kilonzo Jnr. for having come up with this Bill. My Committee, of which he was a Member, had noticed in the last Senate, that there was a lacuna in the Constitution when it came to dealing with county boundaries. The Independent Electoral and Boundaries Commission (IEBC) had been given a mandate to only look into the boundaries of wards and constituencies but not counties. Mr. Speaker, Sir, this is a very important question touching on land which was trust land and then given to ADC. If you read the Ndung’u Land Report, you will see that quite a number of pieces of land which now belong to corporations like ADC have been alienated in favour of some individuals and not reverted back to the trust land or the county governments. I would like the Chairperson in his answer to inform this august Assembly whether any of the lands being referred to here have been alienated to other people other than being reverted to trust ...

Madam Speaker, as much as I appreciate the statements of my learned colleague here, I am not the Attorney-General of the People’s Republic of Kenya or the people’s Attorney-General. I am Attorney-General Emeritus of the Republic of Kenya. Secondly, you cannot have a shadow Attorney-General. Under our current Constitution, I doubt if it is permissible for anybody to appoint any cabinet. It was possible under the old Constitution. Mr. Speaker, Sir, I thank Sen. Murkomen for promoting me to be the senior Senator. I think I am the only senior Senator in the House now. The rest are just ordinary Senators.
