14 Feb 2017 in Senate:
Mr. Deputy Speaker, Sir, I thank you for giving me this opportunity to convey my condolences and those of Busia County for the untimely death of our beloved Senator. First, I knew our late beloved Senator when I was the Attorney General. He was the Chief Whip in the National Assembly. He was a man that the Government relied on to deliver on any issue that may have been controversial to ensure that it got the right vote. I remember that on many occasions when he may not have been there, the Leader of Government Business and his deputy would ...

14 Feb 2017 in Senate:
Mr. Temporary Speaker, Sir, thank you very much for giving me an opportunity to speak on this very important Motion. I wish to thank Sen. (Dr.) Zani for having brought it to this House. Mr. Temporary Speaker, Sir, it is a pity that at this point in time when we should be focused on having a peaceful election and so on, we are inundated by a number of industrial actions on the part of very important professionals in this country. It reminds me that maybe somewhere, the lesson that a stitch in time saves nine has not been learnt. I ...

It was just a few that remained to be done. That was said before the industrial court. What they should have done is to give some more opportunities for the few remaining things to be resolved. If they are not resolved, at least, the ...

14 Feb 2017 in Senate:
Thank you. As I result of that, I feel that, that order was unnecessary. I would like to appeal to the President. Although he has powers under Section 133(1)(b) of the Constitution to postpone the carrying out of a punishment, but normally one waits for the court process to be exhausted before the President can step in. My final appeal is to the Court of Appeal which is hearing an appeal tommorw to suspend these orders of committal. The field is open and the remaining issues need to be resolved so that doctors resume work to ensure that the lives ...

5 Jan 2017 in Senate:
Mr. Speaker, Sir, thank you for giving me this opportunity to speak on the Report of the Joint Standing Committee on Legal Affairs and Human Rights and the Committee on Information and Technology. The Report has been laid and because I understand that I am not moving a Motion but speaking during the Second Reading of a Bill that came from the House, I understand that I have a very limited time to introduce this Report. However, I cry for your indulgence. If I exceed the time, allow me to continue kidogo tu nimalize .
