2 Mar 2017 in Senate:
Mr. Temporary Speaker, Sir, I thank Sen. (Prof.) Lonyagapuo for having read on behalf of the Senate Majority Leader the business for the week commencing 28th but I would also want to convey to the Senate Majority Leader that we are going into recess at a time when there are so many Divisions still to be done on Bills at the Committee Stage. In fact, there are five Divisions still to be done and each has been on the Order Paper for the last three weeks. So, I hope that during the recess and in the course of the various ...

2 Mar 2017 in Senate:
Thank you, Mr. Temporary Speaker, Sir, for giving me the chance to second this Motion. It is a Motion to which I have a lot of attachment to if, I may say so, because my own father in 1961 became the first Clerk of the then East African Legislature. That was before Independence. Since that time I have heard a very great passion in matters relating to the East African integration. If you may recall, the former President, Hon. Mwai Kibaki appointed me to chair a meeting on how the federation must be fast -tracked. In that regard, I learnt ...

Mr. Deputy Speaker, Sir, I congratulate the Senator for Nandi for having presented this Petition on behalf of the Talai Community. The Talai Community has to be compensated. Because of the shortage of time, I just want to refer to the last prayer which is about enabling the Talai to pursue their complaints against the British Government. Mr. Deputy Speaker, Sir, there is already a precedent for this. It relates to the case that was filed in London on behalf of the Mau Mau veterans. The Mau Mau veterans raised their own money and filed that case but because of ...

28 Feb 2017 in Senate:
Mr. Temporary Speaker, Sir, on behalf of the people of Busia and my own behalf, I send my sincere condolences to the family of the late Governor and the people of Nyeri. I met the late Gachagua when he was a Member of Parliament. He came to my office because there had been serious allegations against him, which was caused by the powerful figures at that time, whose path he had crossed. He did not come to say that I should terminate the case or seek help. He came to plead with me, as a professional, that when the file ...

28 Feb 2017 in Senate:
Mr. Temporary Speaker, Sir, I just want to thank you for the discretion you have rightly exercised this afternoon particularly in light of the importance of this Bill. You will recall that this is the Bill where this Senate was denied participation until we had to go to the Supreme Court to assert our role. It will be a tragedy, having successfully asserted our role in and participation in this Bill, being the last Bill of its kind for this Senate, to now fail to discharge our mandate. In fact, we should not participate at all by the virtue of ...
