9 Jul 2015 in Senate:
Yes, Mr. Speaker, Sir but the questioner, Dr. Khalwale, is not here. Should I continue?

17 Jun 2015 in Senate:
Mr. Temporary Chairman, Sir, I apologise for not going through these regulations properly. However, I seek some explanation on annulment of Regulation No.3. How does it affect the First Schedule which is pursuant to, amongst other regulations, Regulation 3? In other words, does it mean that the whole Schedule will be annulled or just part of it? I just want to be clear on that.

17 Jun 2015 in Senate:
Thank you, Mr. Temporary Chairman, Sir. I just want clarification and to confirm whether my understanding is correct. It appears as if paragraph (g) was initially the Kenya Association of Manufacturers (KAM) and the Chairperson felt that the Kenya Private Sector Alliance (KEPSA) was a better representative, and that the ultimate now is to delete both of them and leave it as “a recognized umbrella body representing the interests of the private sector in Kenya.” I would like to know whether my understanding is correct and that we are not having both KEPSA plus another recognized body representing the interests ...

17 Jun 2015 in Senate:
Mr. Temporary Chairperson, Sir, I think we had passed it. It is just that I had wanted at the appropriate place for her to guide or inform me whether the phrase “lead agency” is defined in the Act. It is not in the main section which makes definitions but it may be in the body of the Act. I am just requesting for a confirmation because we are now using it quite a bit.

15 Jun 2015 in Senate:
Thank you very much, Mr. Temporary Speaker, Sir, for giving me this opportunity to speak on this very important Motion. First of all, I thank the Senate Majority and Minority Leaders for the way they moved this Motion which shows that, indeed, the Senate is a mature House and we debate at a higher level. Mr. Temporary Speaker, Sir, the pain that I have is to see our Constitution being flouted left and right and one institution emerging. We fought against the tyranny of the executive and the imperial presidency, but it is now the tyranny of the National Assembly

28 Apr 2015 in Senate:
Thank you, Mr. Speaker, Sir, for giving me an opportunity to speak on this matter. I will not so much focus on the behaviour of the Members of the National Assembly and chairmen of the various committees in the National Assembly and so on, but I would want them to recognize the place of the Senate in contributing to the Division of Revenue Bill. This is because we, as Senate, are charged with the responsibility of protecting the interests of county governments. There is no better place to protect the interests of county governments than in the Division of Revenue ...

28 Apr 2015 in Senate:
Mr. Deputy Speaker, Sir, thank you for giving me this opportunity to speak on this very important Bill. First of all, I want to thank the Mover of this Bill, Sen. (Prof.) Lonyangapuo, because all his proposals for amendment of the Bill and all his Motions are focused on one thing; security. I believe that this is informed by the area which he represents in this Senate. Therefore, when he brings this Motion, as a professor, he has gone through it and has seen that it can improve security in Kenya. The concept of elders has been with us for ...

9 Apr 2015 in Senate:
Thank you, Mr. Temporary Speaker, Sir, for giving me this opportunity to speak on this important Bill. We all know that the Division of Revenue Bill is, in fact, to me, the most important Bill that this Senate passes in any given year because it relates to the distribution of income between the national and county governments. Therefore, it is a pity that we are always reduced to this; that on this most important Bill, we are given only five minutes. But on some other peripheral Bills, we can be given as much as half an hour. So, I would ...

9 Apr 2015 in Senate:
I want to commend the Chairman of the Committee on Finance, Commerce and Budget. I just want to focus on one or two issues. The first issue is: What is the role of the CRA? We received a recommendation on 18th December, 2014 that was made pursuant to Article 216(1) of the Constitution. That recommendation is normally made after they have exercised their mind on it and professionally taken all the facts into account. It is an independent Commission. The intention was and it should remain an independent Commission, exercising its mandate professionally to make a recommendation to both the ...
