Mr. Temporary Speaker, Sir, please, add me one or two minutes. The early childhood education and the village polytechnics are functions of the county governments. So, the CRA having recommended a figure of Kshs3.3billion to go for that particular function and thereafter listening around they agree that only Kshs0.9 billion should be given to the counties, obviously, it is inadequate. The other item is on disaster management, which is also a function under the county government. Mr. Temporary Chairman, Sir, I want to inform this House that Speaker ole Kaparo, when he was faced with a similar situation, he ruled that you cannot, during the Committee Stage, bring an amendment, which has not been the subject of debate during the Second Reading because that would be to ambush the House. In other words, I sat here throughout but I never heard anything about county headquarters. If it was stated, let me be reminded. None of these people argued.

Mr. Deputy Speaker, Sir, this problem has been a subject of a Motion passed by this House. When we passed that Motion, the idea was that most of county governments would inherit property of the former provincial administrations. Now, an amendment has been made and passed to state that all properties of the former provincial administrations remain the property of the national government, with a consequence that all counties are in a similar position, but in varying degrees. Mr. Temporary Speaker, Sir, in view of the constraint of time, I will limit myself to only two issues, that is, corruption and the apology. On the issue of corruption, I believe that if we have to transform this country, then we must get rid of corruption. It was necessary for the President to take the action he took in order to jump-start the war against corruption. There were wrangles in all the institution dealing with corruption and they could not perform their duties. Therefore, I hope that having began this war against corruption, he will walk the talk. Thank you very much, Mr. Speaker, Sir. I hope it will take me lesser time. This is a very important Motion being moved by a Member of my Committee, one Sen. Mutula Kilonzo Jnr. This is a problem which I handled a bit as soon as I was appointed the Attorney-General of the Republic and at least five districts had been constituted in addition to the 42 districts which were there at the time of Independence and yet there were no boundaries.
