  • 2 Mar 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I stand to support the mediated ECE Bill. This is a very good Bill. It provides a framework for the establishment of systems for administration of ECD centres within the country. What was there before was a chaotic way of admitting our children to ECD centre. The systems and structures were as different as the owners of the centres. There was no standard way of administering the ECD centres. The Bill reiterates the basic right to free, compulsory education in public education centres. The first port of call of any kid in this country ... view
  • 2 Mar 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. As I was saying, the first port of call for any child in this country is the ECD centre. Whatever is written on that clean slate, be it matters of life, education or anything related thereto, is the responsibility of the teachers at that level. If proper foundation is given at this critical stage, then it will last a lifetime. I see a lot of good things in the Bill. For instance, the Bill tries to streamline registration of all institutions that offer ECD education. Two, it also provides for the minimum infrastructure and ... view
  • 25 Feb 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I stand to support the Bill that has been brought to Parliament by Hon. King’ara. Land issues in Kenya are very emotive. This piece of legislation is very timely because it is dealing with public land. You will appreciate the issue of public land has been very contentious since 1963, when we got our Independence. view
  • 25 Feb 2021 in National Assembly: I want to congratulate my colleague for bringing this piece of legislation. I want to start by saying that it seeks to ensure that land that is given out whether by the Government or private individuals for usage as public utility, is ring-fenced or hedged against grabbing by those who have the appetite for land. When you look at Section 12 of the Bill, it states that any institution that is given public land, be it a school, ministry or any other institution, must be given a title deed. Also, when I read Section 31 of the Physical Planning Act, ... view
  • 25 Feb 2021 in National Assembly: same land that is being sold to them is public land. We have heard of very many cases. People have lost their lives because of having bought what is purportedly private land yet it is public land. view
  • 25 Feb 2021 in National Assembly: Again, most schools in this country are also in danger of losing their land simply because they do not have title deeds. This piece of legislation will ensure that not only do they have land, but also the same is protected from the grabber’s eye. Therefore, we should ensure that the intention of the law of leaving and setting aside public land for public utilities is protected. With those remarks, I support. view
  • 18 Feb 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I stand to support the Bill. I am a Member of the Departmental Committee on Justice and Legal Affairs. I commend the joint Report by the CIOC and the Departmental Committee on Justice and Legal Affairs. We spent many hours on the issue, put a lot of time in going through all this. I am very proud of what we came up with. Article 1 (1) of the Constitution clearly states that all the sovereign power belongs to the people of Kenya. The same Article 1 (2) says that power can be exercised directly ... view
  • 18 Feb 2021 in National Assembly: – the different types of referendums, whether at the county level or the national level. It also provides for how we go about giving out the notice when we want to hold a referendum. It also provides for committees that are meant to carry out referendum work, both at the national level and at the constituency level. What is also not forgotten is the power of the courts. If you will have any issue about how the referendum was carried out, you will go to court. The court has been given a procedure and timelines upon which to ensure that ... view
  • 17 Nov 2020 in National Assembly: Thank you, Hon. Speaker. I stand to request for adjournment on definite matter of urgent national importance to discuss inability by the National Hospital Insurance Fund (NHIF) to cover hospital bills for COVID-19 disease cases. view
