This Appropriation Bill will authorise the National Treasury to issue a sum of Kshs73,173,074,113 out of the Consolidated Fund and apply it towards the supply granted for service of the year ending 30th June 2020. This is divided between both recurrent and capital expenditure for the financial year being the first Supplementary Budget. It is important and I hope the National Treasury would come up with an amendment to this Appropriation’s Bill to provide adequate resources to ensure people in Nyando, West Pokot and other areas where people are suffering because of the ongoing floods are provided with relief. The other concerns that were expressed even during the previous debate are on issues of using the budget to interfere with the independence of both Parliament and the Judiciary. Therefore, I wish to conclude with that and urge the House to support the Supplementary Appropriation Bill. Also, I remind the House that the Departmental Committee on Finance and National Planning negated the amendments that had been proposed by the National Treasury on the National Government Constituencies Development Fund (NG-CDF). Thank you, Hon. Speaker. I thank all the Members who have contributed. There are issues that have been raised. I appreciate what Hon. Sakwa Bunyasi stated in his contribution. Many contributions were good. Many of the issues that have been raised, including what Hon. Chris Wamalwa has raised on the Budget of Parliament and the Judiciary are things that we have canvassed with the National Treasury. We agreed with them that they must restrict themselves within the provisions of the law and keep away from the budgets of the Judiciary and Parliament.

Establishment of a debt management office was also raised yesterday in the contributions. If you look at the Report, part of our policy recommendations is to push for the establishment of an independent debt management office. The huge deficit that we create necessitates such an office. We also appreciate the concerns that have been raised by many Members in view of new projects which are introduced in the Supplementary Budget. I did state that, Hon. Temporary Deputy Speaker, as I began. As I was saying, this is the first Supplementary Budget for the FY 2019/2020 prepared on the backdrop of reviewed economic growth targets and upon realisation by the National Treasury that in view of the underperformance of the revenue estimates in the FY 2018/2019, the revenue estimates for this FY may not be realised and they were slightly overstated. But the National Treasury has taken measures to mop up revenues or surplus monies that were being held by parastatals and other MDAs to the tune of about Kshs78 billion. ...
