According to Standing Order No. 124, we cannot consider more than one stage of a Bill within the same Sitting except with the leave of the House, as it has been rightly put on page 603 of the Order Paper. “Leave of the House means there being no objection by any Member either with the sympathy of the Speaker or with the support of at least five other Members.” Being a good and accomplished lawyer, and considering that the Standing Orders are in very simple English, I thought it would be very easy for Hon. Otiende Amollo to understand that.
