“Leave of the House means there being no objection by any Member either with the sympathy of the Speaker or with the support of at least five other Members.” Being a good and accomplished lawyer, and considering that the Standing Orders are in very simple English, I thought it would be very easy for Hon. Otiende Amollo to understand that.

To the Chair of the Committee, it is completely out of order for the him to impute improper motive on any Member who has risen at his place, like the Hon. Owen Baya, to speak to some of the issues and amendments.

The Hon. Chair is misleading the House that, indeed, the amendments were in the Report. We know that amendments become amendments of the House once they are approved by the Office of the Speaker and published in the Order Paper. The amendments on this Order Paper were only published when this Order Paper was published last night. Therefore, it is completely wrong for the Chair to mislead the House and Kenyans out there who do not know that, maybe, Hon. Owen Baya or any other Member had not read that Report. Thank you, Hon. Speaker. I rise to support this Petition by Hon. Feisal on behalf of the people of Tumbe village. If you listen to the Petition carefully, you will realise this is a matter that started in the 1990s. The reason why these people are yet to be given title deeds, even after the community has gone to court and the land adjudicated baffles everybody.
