here pursuant to a Legal Gazette Notice that was published in the course of the week, it is clear in that Gazette Notice, we were to have two Sittings today. The Gazette Notice is clear that the first Sitting was to start at 10.00 a.m. and the afternoon Sitting… You are also aware that our Standing Orders are very explicit on the timings of our Sittings. Morning Sittings lapse at 1.00 p.m. and evening Sittings lapse at 7.00 p.m. I am aware that this is a Special Sitting. The drafter of the Legal Notice was aware that the Standing Order ...

Hon. Speaker, fortunately I had a sitting with bodaboda chairmen and secretary in the constituency. That is why I am late. I profusely apologise. Thank you for the indulgence. Listening to all the issues that have been raised, you must agree with me that there seems to be a problem. If you listened to what Hon. Abdullswamad raised, the Chairlady of the Departmental Committee on Finance and National Planning was at pains to enumerate the kind of struggles she has had to go through. It is indeed clear that there is a problem. I sit on the Committee on Members’ ...

We went to great lengths in the course of this Session, taking a lot of taxpayers’ time and money, debating the Motion on fuel prices. I am aware the Chair has tabled a report today, only after interacting with the Ministry yesterday. I am rather concerned that the National Treasury is taking this House for granted. And it is not only on the question by Hon. Abdullswamad. It is also on the issue that was raised by Hon. Duale and issues around petroleum prices. You have just spoke to the issue of Budget Policy Statement, a matter that is of ...

I am aware from other quarters that there are indications that they may even want to recall us from Recess to come and probably, look at these issues like a Supplementary Budget. It is within their rights. However, we must be firm as a House, that if that CS is to table a Supplementary Budget before this House, we should not consider it until some of the issues that we have addressed in this House like the one Hon. Abdullswamad is raising, that touches the people we represent, are addressed. People out here are suffering. They are being forced to ...

Thank you, Hon. Speaker. I also rise first to congratulate His Excellency the President on his, possibly, last or second last State of the Nation Address. Even as I appreciate many of the things that the President enumerated, there are things that we cannot take away from the President in terms of his gains, especially on infrastructural development. We all appreciate that this has also come at a cost, especially in terms of the public debt that we have laid on the shoulders of the Kenyan people. This infrastructural development was to anchor development that would enable Kenyans to grow ...

I cannot fail to mention that many of the things the President enumerated yesterday are things that he was able to do in his first term from 2013 to 2017. Post 2017 is a story for another day, courtesy of what has been christened, 'The Handshake'. I know those who want to justify the “Handshake” may argue differently, but it is not the way to go, especially at a time like this when we are going into elections. That we allow people to use the electoral process to refuse to accept election results to justify a handshake and christen themselves ...

The other thing he mentioned in that clause is about the savings that result from KMC. He enumerated that we are now saving Kshs30 million which translates to Kshs3.6 billion a year. President emphasised the fact of Kshs3.6 billion in a year. A saving of Kshs30 million would only translate to Kshs360 million annually, and not Ksh3.6 billion! Therefore, I want to plead with those who are eager to paint the President in picture that he is not, that as they write his speeches, let them also be reasonable. Let them be considerate not to paint the President in a bad picture like they did yesterday. With that, I want to reiterate that the constitutional moment you are being told was by the political class to benefit the political class. The constitutional ...
