  • 3 May 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. There is a Member who is walking out. I beg that we just hold on for obvious reasons. The only thing that I had forgotten when I was moving this Motion is on the allocation and appropriation of those funds. Questions have been raised on how much has been allocated to the Equalisation Fund. As at the end of this financial year, we would have allocated about Kshs24 billion but only Kshs11.9 billion has been appropriated so far. Therefore, it is incumbent on this House to continue impressing on the National Treasury to appropriate ... view

  • 3 May 2018 in National Assembly: Hon. Temporary Deputy Speaker, I beg to move that the Equalisation Fund Appropriation Bill (National Assembly Bill No.16 of 2018) be now read a Second Time. Since I had said much as I moved the Motion on the Report, I do not want to repeat myself. It is important to just mention one more thing before I ask Hon. Naisula Lesuuda to second. There have been questions, as you heard in the contributions of Members, on the office of the administrator. The Leader of the Majority Party spoke about the physical location of the office of the administrator of this ... view
  • 3 May 2018 in National Assembly: I want to assure the House that our Committee is seized of this matter. We will hold to account the people who are charged with the responsibility of administering the Equalisation Fund to ensure that even the money that has been set aside for Recurrent Expenditure is accounted for. You can imagine that the CRA still comes back to this House to get funds. For instance, the administrator of the Equalisation Fund should fund the CRA or the activities geared towards the development of the marginalisation policy other than re-appropriating more money to the constitutional commission for that work. view
  • 3 May 2018 in National Assembly: With those few remarks, I beg to move and ask our able Member from Samburu, who is a major beneficiary of this Fund, to second. view
  • 3 May 2018 in National Assembly: Hon. Temporary Deputy Speaker, I was unsettled because I have a meeting I am going to chair. I am told Members are waiting. Therefore, I will take a very short time. One, is to commend His Excellency the President, this being his first State of the Nation Address in his second term as the fifth President of the Republic of Kenya. • 3 May 2018 in National Assembly: It comes in the backdrop of what was called the conciliatory handshake, not the golden handshake. I wish to join other Members who have thanked His Excellency the President for being magnanimous enough to apologise to those he may have hurt during electioneering campaigns. It is important. I hope and pray that even the former Prime Minister, Hon. Kalonzo Musyoka, Hon. Moses Wetangula, Hon. Musalia Mudavadi and all the other NASA leaders, including the indomitable “CJ”, Hon. T.J. Kajwang’, will also take this opportunity to apologise not just to the President, but also to his supporters, who may have been ... view
  • 3 May 2018 in National Assembly: Therefore, I hope that in that spirit others will take cue and also apologise. I also join my colleague, Hon. Sankok, in apologising to those we may have hurt. I also apologise to Hon. T.J. Kajwang’ for referring to him as a fake CJ. I apologise to him, NASA supporters, and any other supporter because these things happened. It is important to say that this handshake also symbolises the maturity of our democracy as a nation. In all other civilised countries, after elections, people come together as a nation and focus on what is important to them as leaders. Therefore, ... view
  • 3 May 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. For the sake of the Members who have not been able to contribute, I beg to reply. It is important to let Members know that in the next Order of business after the Committee of the whole House, they can still talk about the Equalisation Fund as they debate the Presidential Speech. Therefore, debate on this has not been curtailed. view
