  • 3 May 2018 in National Assembly: I have no leeway to donate a minute or two to him? view
  • 3 May 2018 in National Assembly: Hon. Temporary Deputy Speaker, I wanted to seek your indulgence to donate two minutes to him but with your guidance, I will just reply. I take this opportunity to thank the Members who have contributed very well to this Motion, particularly in view of the proposed amendment that will come this afternoon. I reiterate what I had said earlier and what many of the speakers, including the Leader of the Majority Party, the Leader of the Minority Party, Hon. Makali Mulu, Hon. Moses Lessonet, who is the Vice Chair, and all the other Members who have contributed to this Bill ... view
  • 3 May 2018 in National Assembly: It is also important to mention because the Leader of the Minority Party, Hon. Mbadi did mention, the question of CT scanners when we were having a handshake with my good friend and doctor here. We were just discussing the same issues. view
  • 3 May 2018 in National Assembly: I said my handshake with Hon. (Dr.) Nyikal and I was just consulting on the question of the CT scanners and the health equipment programme that this Government started. Hon. Temporary Deputy Speaker, you remember it started from motor vehicles. In the last Parliament, we started leasing motor vehicles instead of buying them. Again, we have been leasing medical equipment. I was saying that to answer the Leader of the Minority Party because he is a member of the Committee, and he is aware. Those who read our Report on the Budget Policy Statement earlier this year must have noted ... view
  • 3 May 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I do not want to take a lot of time. I would just like to thank the Members who have contributed to that Report. As Hon. Pukose has rightly stated, we still have the next Order after the First Reading of this Bill. So, Members still have an opportunity to contribute on that. I would also like to remind those who have benefitted from this Fund that we still have the Third Reading to get to. I ask the Members to be a little bit more patient. I will not take a lot of ... view
  • 3 May 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. There is a Member who is walking out. I beg that we just hold on for obvious reasons. The only thing that I had forgotten when I was moving this Motion is on the allocation and appropriation of those funds. Questions have been raised on how much has been allocated to the Equalisation Fund. As at the end of this financial year, we would have allocated about Kshs24 billion but only Kshs11.9 billion has been appropriated so far. Therefore, it is incumbent on this House to continue impressing on the National Treasury to appropriate ... view
  • 3 May 2018 in National Assembly: (Off record) view
  • 3 May 2018 in National Assembly: Hon. Temporary Deputy Speaker, I beg to move that the Equalisation Fund Appropriation Bill (National Assembly Bill No.16 of 2018) be now read a Second Time. Since I had said much as I moved the Motion on the Report, I do not want to repeat myself. It is important to just mention one more thing before I ask Hon. Naisula Lesuuda to second. There have been questions, as you heard in the contributions of Members, on the office of the administrator. The Leader of the Majority Party spoke about the physical location of the office of the administrator of this ... view
  • 3 May 2018 in National Assembly: I want to assure the House that our Committee is seized of this matter. We will hold to account the people who are charged with the responsibility of administering the Equalisation Fund to ensure that even the money that has been set aside for Recurrent Expenditure is accounted for. You can imagine that the CRA still comes back to this House to get funds. For instance, the administrator of the Equalisation Fund should fund the CRA or the activities geared towards the development of the marginalisation policy other than re-appropriating more money to the constitutional commission for that work. view
  • 3 May 2018 in National Assembly: With those few remarks, I beg to move and ask our able Member from Samburu, who is a major beneficiary of this Fund, to second. view
