Probably, if we make it to the 12th Parliament, I will pursue the further amendment on, particularly, tax on the consumers of those products in betting and all those other things in terms of withholding tax to ensure that we discourage the vice, especially the consumers other than taxing heavily the investors in this industry. view

Article 94 of the Constitution on the role of Parliament vests the legislative authority with Parliament in this republic. Indeed, Section 5 of the article states that no person or body, other than Parliament, has the power to make provision having the force of law in Kenya except under authority conferred by this Constitution or by legislation. I am one of those Members who on Wednesday last week proposed particular amendments to this Bill on an issue that I am very sensitive about - the question of betting on withholding tax. My amendments were rejected on the principle that they will negate the provisions of Article 114 on the Money Bill effect. On the question of equity, if my amendments on this Bill were refused on the basis of Article 114, the same with amendments from Hon. Moses Kuria on other issues, then there will be no equity in this House if we allow the Leader ... view
