Article 116(1) and (2) of the Constitution is very clear on who has the legislative power in this country. Wamunyinyi can be quiet for a minute, I will give the clarity that the Member is asking for on the NHIF. He says he did not hear the justification clearly from the Leader of the Majority Party.
