  • 30 Apr 2015 in National Assembly: Chairman has said that this country will benefit from transportation using the pipeline as opposed to using trucks that have actually taken over all our national highways right from Mombasa to Nairobi through Uhuru Highway and my constituency, Kikuyu. We are experiencing these challenges with the opening up of the Southern Bypass in my own constituency in Kikuyu Town. It is actually a safety concern to my constituents that trucks carrying fuel are moving at very high speed along this new highway. They are negotiating dangerously to join the Southern Bypass at a place called Gitaru. I must call upon ... view
  • 30 Apr 2015 in National Assembly: Thank you, hon. Serem for reminding me that name. It was the Sachangwan fire tragedy. The enhancement of this pipeline will ensure that such tragedies never occur in the future of this country. Therefore, I want to beseech Members to support this Motion and Report. As it has been pointed out, it has become almost an everyday habit that whenever there is such a huge project all manner of petitions are brought to Parliament or the PPRB. Some of them are on very flimsy grounds. In a big way, we are stifling the growth of this economy with so many ... view
  • 30 Apr 2015 in National Assembly: Finally, I am aware that part of the management of Kenya Pipeline Company (KPC) has been asked to step aside on issues regarding procurement of this project One of the key recommendations that we have made on this project is: Considering it is a Kshs44 billion project, the company which has been awarded this tender ought to expedite the construction and enhancement of this pipeline with no variation. This is because the issue of variation of contracts – some are justified while others are not - has been an avenue for corruption in this country. We want to beseech the ... view

  • 23 Apr 2015 in National Assembly: Thank you, Hon. Speaker. I stand to support this Report. I do not want to say much. I want to point out some few recommendations that we made, especially on matters of legislation that we have to bring to this House particularly on the Public Audit Bill. We need to bring amendments that relate to the audit of state-owned corporations where Government owns less than 50 per cent stake. The Auditor-General is not able to audit quite a number of corporations where the Government owns less than 50 per cent stake. We have cases still pending before this House – ... view
  • 23 Apr 2015 in National Assembly: Mobitelea surfaced. In the privatization of Telkom Kenya, you find a Mobitelea in the name of Alcazar. We have recommended legislative matters that this House needs to be seized of. One of them is an amendment to the Companies Act that will require that all shareholders and directors of publicly-owned companies and private companies doing business with the Government or involved in privatization be known. This will ensure that we run away from the scenario in which people just register offshore companies, hide behind the corporate veil and we never get to know who owns them. Those companies are basically ... view
  • 15 Apr 2015 in National Assembly: Thank you. I support the extension of time considering that the issue that is before the Committee is a very weighty. Issues to do with corruption in this country are very weighty. If this Committee as the Chair has requested is to do meaningful work and allow even the deliberations that have gone on before the Committee to have the contribution of further Members of Parliament---. There are many people who, because of the short recess that we had, never had an opportunity to share with our fellow Members in this Committee. I would beg that we support that Motion ... view
  • 15 Apr 2015 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I also thank my brother hon. Ngeno for surrendering his chance to me. I will be very brief because I have noted that most of what I would have said was adequately covered by the Whip of the Majority Party, hon. Katoo. It is important to say that with the new Constitution we also need a new way of doing things in this country. One of the areas in which we need a new way of doing things is in the running of non-government entities and parastatals in this country. I have seen a ... view
  • 15 Apr 2015 in National Assembly: would follow. This Bill creates such provisions in instances where if I do not get justice from an administrator who is above me, then I have recourse through the courts of law; High Court, is a very good thing. It will not only protect civil servants but also the public. This Bill also speaks about instances where administrators will affect the people. It says that there also must be people participation in the process of fair administrative process. It is a great thing. It gives the people of this country back the power that belongs to them as bestowed by ... view
  • 14 Apr 2015 in National Assembly: Thank you, hon. Deputy Speaker. I want to rise on a point of order because hon. Omulele in his amendment is seeking to, in a way, mislead the House. This is because if you read through the hon. Speaker’s Communication when this matter was being given to Powers and Privileges Committee, you will see that the Committee was to inquire as to whether any of the members of Public Accounts Committee had breached the House’s powers and privileges. What hon. Omulele is telling the House now is that none of the Members who have been named in that Report and ... view
