touches on both creating an environment for freedom and also regulating the media to create some sense of responsibility is a move in the right direction. It is not lost to many Kenyans that, indeed, many of our media houses, more so during the post election violence in the late 2007 and early 2008--- It was unfortunate that a number of our media houses greatly contributed to the escalation of violence by clearly inciting people through the broadcasts.

It is unfortunate that the existing Communications Commission of Kenya has had no teeth to bite; we will get an authority that can regulate broadcast content in this country and one that can take action against media houses that not only broadcast content that is inciting to the members of the public, but also content that is also not good for our children; this will be a step in the right direction. Hon. Temporary Deputy Speaker, I was really perturbed by my good friend, the Leader of Majority Party, for purporting that the House is empty yet we are all here. As much as I am also disturbed that the House gets empty when such technical business comes up, it is good for hon. A.B. Duale to appreciate that hon. Members are present. Truly, there are hon. Members present and the House is not empty.

This Committee has done a splendid job and if we are to respect the work of Committees in this House, I want Members to support this Motion. The Committee had the time to interrogate all the issues and all the aspects of these nominees and they have given us very clear observations. Hon. Wanga has just told us that a name was sneaked into the list that was brought to this House or rather to that Committee. I would even urge the Committee to probably have added a fourth recommendation to further investigate how that name got into that list. ...

Coincidentally, the same person turned out to score the highest marks. If we are to stand as a House and ensure there is fairness in recruitment of any position in this country; we must ensure that such panels as this Kamunge panel that was interviewing these people exercise a lot of fairness and justice in the people they interview.
