The intention of this Clause is to reinforce what is already in the Bill. Parts 3 and 6 of the Bill categorise Public Private Partnership (PPP) agreements into those that also concern county governments. I want to give authority to the Attorney-General to have the power to determine whether a project concerns a county government. We have issues with Bills in this House and the Senate between the two Speakers of the two Houses in determining whether a Bill concerns the county governments or not. Therefore, I want clarity.
