I do not know why the business which is Order No.13 was not mentioned. This is a Bill that is quite heavy and that has very many issues that I am sure very many Members would also have wanted to participate in. The House will recall that in the last two years, this particular amendment has come to this House and has not seen the light of day, particularly because of the unconstitutionality of this provision that has been unfortunately sought by my colleagues in ICPAK. Article 36(2) of the Constitution is quite clear. It spells out that a person shall not be compelled to join an association of any kind. It gives every person the right to education, including those who are training as accountants. The import of this provision is that nobody should be denied the opportunity to pursue any manner of education, even those training as accountants on account of not being able to join an association.
