As I conclude, as land is sub-divided and you must expand roads, those roads that were six meters ought to be expanded by 1.5 meters on either side to create a nine-meter corridor. That is not happening and I want to ask the Chair of the Departmental Committee on Lands to ensure that it is done as we move to the Third Reading.

Kajwang’ on one aspect and disagree on another aspect. Hon. Speaker, in the course of the proceedings of the court case, should Parliament enact either regulations or legislations that stipulate how I should be punished, I feel that action should be taken. I support some of those recommendations. I also disagree with Hon. T.J. Kajwang’ in the argument that he advanced. He said that since the Regulations had not been published at that time, there was a mechanism still… We have all done this in our quarters. When we were patrons of the NG-CDF committees, there were people who breached the procurement laws. We blacklisted them.

The Committee is simply saying that anybody who flouts the law and engages in forgery and fraud should be debarred from conducting business with the Government of Kenya. The World Bank and the International Monetary Fund (IMF) are very keen on what we do. I saw an article today that said that they debarred a Kenyan company in the Information Communications Technology (ICT) sector. They have done that. We have had issues with that. Hon. What instigated the thinking behind this Bill was Garissa terrorist attack which happened about two to three years ago. In consultations with a few friends of mine in the medical profession, I realised that we had an uncoordinated manner on how we manage disasters in this country.
