  • 25 Feb 2016 in National Assembly: counties. We have realised that there has been a lot of misuse of funds. I am not saying that TA should have been the auditor, but they need to have overseen the process so that the prices of goods and services being procured by the county governments are within the market range. Remember the case of wheelbarrows being bought at Kshs109,000 instead of the prevailing market prices of between Kshs5,000 and Kshs6,000. We need to extend the term of TA by enacting the necessary legislation and give it an additional three years so that it can midwife the process of ... view
  • 16 Dec 2015 in National Assembly: Thank you, Hon. Speaker. I stand to support this Motion on the appointment of six prominent Kenyans, some of whom I have had the opportunity to interact with, and some like Mwangi Kiunjuri whom I have known for a long time. From the list of those who have been appointed, we can see that all of them have a lot of experience. They have the requisite education background and experience both in business and public service and others in private practice. Hon. Mwangi Kiunjuri has been my Member of Parliament (MP) for over 15 years. He has been elected back ... view
  • 16 Dec 2015 in National Assembly: Dr. Mailu’s appointment will also infuse the private sector efficiency and capability. I am sure that with the help of our brother Cleopa Mailu, the ailing Ministry of Health will be run much better. All the other nominees are really qualified. I am sure Keter and all the others will do a very good job. With those few comments, I support. view
  • 2 Dec 2015 in National Assembly: Hon. Temporary Deputy Chairlady, I support the amendment. From certain occurrences, I think it would be important to expand the mandate of the Board to a quasi-judicial level whereby it will have powers to arbitrate and decide on disputes at the level of a tribunal. We have had issues being taken to court and it has been said that the Board does not have quasi-judicial powers. view

  • 5 Aug 2015 in National Assembly: Hon. Temporary Deputy Speaker, given the short period of time that I have, I would like to state that I support the Bill. However, we must all be minded of the fact that Kenya has not been manufacturing enough. We must look for ways of ensuring that manufacturing is enhanced. Secondly, when we come to the horticultural industry where we have a lot of exports, it is dominated by foreign countries. So, we are not getting a lot of benefits to our country. Thirdly, and as I finish, the rule of law must be observed. Anytime we have a zone ... view
  • 30 Jul 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I support this Motion on National Cohesion and Integration. Our nation is at a point where we need to come together. We are more disintegrated than 20 years ago and yet the situation should have been the opposite. Where we are today has been as a result of the activities of politicians. We have seen in subsequent elections politicians campaigning using tribal cards. Before, we had a situation where it was 41 versus one. I do not know how we arrived at that, but you can see the extent to which politicians can go ... view
  • 30 Jul 2015 in National Assembly: the rule of law is disregarded. All the values in the Constitution are thrown away. They are not followed and at times you wonder whether you have a Government. The Government should enforce law and order. We have to worry a lot when that is not happening. The new Constitution has tried to rectify the problem of the areas that were marginalized before through devolution. At least, every area in this country is being allocated resources. The marginalized areas will get additional resources from the Equalization Fund. The question we should ask ourselves is whether this is rectifying the situation ... view
