  • 31 Jul 2014 in National Assembly: maximum participation. We need to get contributions from all the stakeholders. I agree with hon. Mbadi that, indeed, matters of devolution attract more serious attention. When I say this, I look at how, for example, the Kenya Urban Roads Authority (KURA) money is used. In particular, I am incensed by the way it is used in my constituency. There seems to be no responsibility at all. The Member of Parliament is not involved in KURA’s activities unlike in KERRA. I was waiting to contribute to the Statute Law (Miscellaneous Amendments) Bill that is supposed to tidy up statutes that may not be that tidy. If you look at the University Act which is what I will start with, you will find that the amendments in that Act are very simple. You have substitution of the words “core course and programmes”.   • 31 Jul 2014 in National Assembly: competitive process. The Deputy Vice-Chancellors who play a very important role are excluded. Therefore, I propose to bring amendments to that particular section so that Deputy Vice-Chancellors are also included and subjected to a competitive process. Definitely, it will not be the right thing to exclude them. In so doing, we will move an amendment to delete Section 70(2) which also provides for the procedures of appointment of Deputy Vice-Chancellors.   • 2 Jul 2014 in National Assembly: Thank you, hon. Speaker. I stand to support the amendment to that particular Bill. When I do so, again, it is from a point of information and knowledge. That is because when we go back to our areas of representation, we must all agree that the level of service delivery at the local level is not up to scratch. I have an experience where, through CDF, we have built a maternity wing in a particular health centre. In spite of CDF spending so much money to put up such infrastructure, no personnel has been assigned duty to that particular place ... view
  • 2 Jul 2014 in National Assembly: governments, at the moment, may not be ready to take over that responsibility. It is for that particular reason that I will support this Motion. I think the National Government is better placed to run those institutions. It can work hand-in-hand with the county government to make sure that health services - which are very important - are actually delivered properly to all the people of Kenya. I support. view
