  • 26 Mar 2014 in National Assembly: On a point of order, hon. Deputy Speaker. I rise under Standing Order No.26. Going by the mood that we have here, it looks like--- view
  • 26 Mar 2014 in National Assembly: Allow me to speak and then you can have your way. I am moving that this particular debate be adjourned because--- view
  • 26 Mar 2014 in National Assembly: This is because the Report is not satisfactory. I believe the Committee can go back and do a better report. view
  • 26 Mar 2014 in National Assembly: Hon. Deputy Speaker, it is a little frustrating because hon. Members are hoping to make a contribution on this Motion, which is of national interest, but the way things are going, it looks like the position is--- My point of order is that you put the Question. view
  • 26 Mar 2014 in National Assembly: On a point of order, hon. Deputy Speaker. The Report that is before this House is a dead horse, and we cannot continue whipping a dead horse. Let us put the Question. view
  • 26 Feb 2014 in National Assembly: On a point of order, hon. Deputy Speaker. In concurring with hon. Mbadi, if we allow this, we will be setting a very bad precedent, because this amendment has serious money implication. I rise to oppose this because we even have more urgent issues like security and education. So, we should reject this. This is activism brought on the Floor of the House! view
  • 25 Feb 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker. Whereas I may not know the nominees personally, but from the resumes that we have had, those are people who are highly qualified, conscientious and motivated and, for that reason, I support them. • 25 Feb 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker. It is my pleasure to continue my contribution regarding this very important Bill. From the outset, I would like to state that I support this Bill as I had earlier stated. This is the age at which a young person would be allowed to legally enter into a marriage. The new Bill puts that at 18 years and for good reasons. All those who are below 18 years should be ... view
  • 25 Feb 2014 in National Assembly: At times, we are heartbroken to see the thresholds that are set for proving the Sexual Offences Act. I was a witness to one instance where someone argued that rape may probably not have occurred and yet this involved a minor because seemingly the hymen was not recently broken. There cannot be anything more uncivilized than that. So, as we enact the Marriage Bill which has very many interesting and useful clauses even when it comes to incest--- I am sure that, that is well taken care of and it is prohibited and criminalized. People will also desist from doing ... view
  • 25 Feb 2014 in National Assembly: Hon. Temporary Deputy Speaker, the other time we were in Rwanda and the laws there are very tough such that men have no voice. I do not know whether men really need voice. However, I think that whatever statutes we make, we should be sensitive to both gender so that all citizens of this country feel well represented. view
