On a point of order, hon. Temporary Deputy Speaker. I have a serious point of order in relation to what my good friend, hon. Oner, has just said. He claims that we have actually enacted a law in this House. Yes, we have enacted the County Governments Act, but as you know, the governors have refused to adhere to that law. They are actually flying national flags. That law is not being followed by the counties. So, would I be in order to say that hon. Oner is misleading the House because that law is not being followed?

Hon. Deputy Speaker, I support the recommendations of the Committee. About minorities, of course, you know how we deal with you. I would like to say from the very outset that this matter was disposed of by the Supreme Court which gave all the reasons. The reasons are annexed to this Report. We did not have any dissenting voice. Our friends from the other side of the aisle want to choose their own referee to manage the 2017 elections. We will not allow this to happen because we have the numbers. I want to end by saying: “You will face the real tyranny of numbers in 2017.” On the issue of the referendum, we will also know how to handle you. I beg to support the recommendations of the Committee.
