Mr. Deputy Speaker, Sir, that is a purely different Question. But, be that as it may, I want to confirm to the hon. Member that our Ministry is liaising with Kenya Anti- Corruption Commission (KACC) to address the question of land that was acquired by individuals illegally. So, that matter is being addressed. April 27, 2006 PARLIAMENTARY DEBATES 763 Again, a tribunal will be formed. Before that, the matter will be brought before Parliament for approval. Once Parliament approves it, we will take action on the basis of that tribunal.

Our job is to make sure that, that gentleman reverts back to his original boundaries. I want to assure this House that, that is going to be done. If the officers fail to address this matter, the hon. Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to contribute to this Motion. I want to thank Mr. Lesrima for moving this very important Motion so that we discuss the demerits of cattle rustling, general insecurity and the way forward. I would like to pay tribute to our gallant colleagues who perished in Marsabit District while pursuing peace, which has proved to be elusive. I remember the late Aden said in many fora that we cannot have peace without first having development. So, the formula is development, then peace will be forthcoming. Mr. Temporary Deputy Speaker, Sir, I would like to thank the Minister in charge of Internal Security for establishing the first police station in my constituency since Independence. Secondly, he has been able to deploy security officers in all hot spots. We want the Government to send rapid deployment units to those hot spots. When I talk of hot spots, I am referring to Samburu, Baringo East and parts of Suguta Valley. This is a valley which is known for being a hideout and is notorious for bandits. Hii ploti ilikuwa imetengewa ujenzi wa kituo cha polisi. Kwa hivyo, serikali inatafuta pesa za kuwajengea kituo hicho. Nina hakika pesa za kujenga kituo hicho cha polisi zitapatikana. Kwa hivyo, inafaa hawa maskwota warudi Kisumu Ndogo, mahala ambapo walipatiwa.

Bw. Naibu Spika, nilisema hapo awali kwamba tuna mpango maalumu wa kuwapatia watu wasio na makao sehemu za ardhi. Kwa mfano, katika Mkoa wa Rift Valley, ambapo Bw. Nakirate anapotoka, tuna mipango zaidi ya hamsini ya kuhakikisha kwamba watu wasio na ardhi watapatiwa ardhi. Kwa hivyo, kama kuna watu ambao wana shida huko Trans Nzoia, wanafaa kuenda katika Ofisi ya Wizara ya Ardhi huko Trans Nzoia, ili wajiandikishe. Sisi tutahakikisha kwamba watapata makao.
