  • 6 Mar 2014 in National Assembly: Actually, as a Committee, we relied on what we were told by the Cabinet Secretary. But, the hon. Member is at liberty to actually use other avenues, within our Standing Orders to get information. As far as the Committee is concerned, we are relying on the information from the Cabinet Secretary. Lastly, I just wanted to inform my good friend hon. Nassir, that usually, we have a County Security Committee that sits down to look at security issues at least twice in a month. It is chaired by the County Commissioner, and its members are the Commandant, Deputy Commandant, and ... view
  • 6 Mar 2014 in National Assembly: Hon. Speaker, I want to respond to the clarification sought by the Leader of Majority Party and hon. Elmi on who ordered the storming of the mosque and the reason. I said this and you have also alluded to it. I wish to repeat that when the police officers called out using a public address system for the convenors of the conference to come out for a peaceful resolution of the issue, they were met by a hail of bullets and stones coming from the mosque. Hon. Speaker, supposing hon. Elmi or the Leader of Majority Party were the commanders ... view
  • 6 Mar 2014 in National Assembly: National Cohesion and Equal Opportunity, I have no problem. We are ready for your instructions, hon. Speaker. view
  • 6 Mar 2014 in National Assembly: Hon. Speaker, I agree with hon. Nassir that we come up with a Motion and then we get a Select Committee to go and investigate this matter. This is so that when we get that report from them it is now incumbent upon our Committee to task the Cabinet Secretary and the Government to implement it. So, I will follow the route of the Select Committee. view
  • 6 Mar 2014 in National Assembly: Hon. Speaker, then on the issue of signing for somebody, you know we do not have Deputy Cabinet Secretaries and normally some Cabinet Secretaries can be away. So, normally the Principal Secretary and his Deputy can sign, otherwise Parliament will have to wait until a Cabinet Secretary comes from abroad. So, normally this can be delegated. It is within the procedure of the Civil Service. view
  • 6 Mar 2014 in National Assembly: Thank you, hon. Speaker. view
  • 5 Mar 2014 in National Assembly: Hon. Speaker, the matter raised by hon. Kombe is valid. We hope to give a Statement in the next two weeks. Hon. Members should take cognizance of the fact that prison warders normally do not receive protection of VIP training. Most of them are trained to take care of prisoners and that kind of thing. I will give the Statement but I know he should take cognizance of that fact first. In two weeks, we will respond. view
  • 5 Mar 2014 in National Assembly: Thank you very much, hon. Deputy Speaker for granting me the opportunity to second this Bill by the able hon. Member for Eldas, hon. Keynan, who has actually come up with quite a number of Bills in his lifetime in this Parliament. view
  • 5 Mar 2014 in National Assembly: Hon. Deputy Speaker, I must congratulate the hon. Member because very few people have the time to sit down and generate Bills or Private Bills. It is not easy. It is a preserve for those who are prepared to legislate and walk for an extra mile. view
  • 5 Mar 2014 in National Assembly: Hon. Deputy Speaker, I wish to second this Bill by saying that we must bring order and discipline in this country. First of all, I want to actually state that, as the National Assembly, we are not going to compromise on the issue of devolution. We are prepared to support devolution to the very bitter end and I want to confirm again that, as Parliament, we are the ones who started devolution - especially economic devolution. The Eighth Parliament came up with the Constituencies Development Fund (CDF) Act and the Ninth Parliament implemented it. So, for somebody to behave or ... view
