  • 24 May 2011 in National Assembly: Mr. Speaker, Sir, we have a team of serious professionals at the CHE offices. They have been given instructions to inspect all universities to ensure that we do not get those fake universities. I want to assure the House that we have the mandate of ensuring that mushrooming of fake universities is stopped once and for all. I want to confirm to the House that this year alone, we have closed more than three universities that were established in a very dubious way. So, we inspect and close the ones that do not meet the standards. view
  • 24 May 2011 in National Assembly: Mr. Speaker, Sir, first of all, I just want to assure the House that our standards are higher than Uganda’s. So, we believe in giving Kenyans the best in the region. On the issue of Riara University, I want to confirm that their proposal is being evaluated for further action. That is because there are a few things that, that proposed university has not met. So, we are considering the case. Let us not hurry up on this matter because if we do that without making sure that those universities meet the required standards, we may end up giving Kenyans ... view
  • 11 May 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, first of all, I want to support this Motion. Of course, I will support it with amendments. It must really be in tandem, or in line, with the new Constitution. It must never undermine our Constitution, which we fought for so dearly. In supporting this Motion, I want to say that in this country a politician can actually form a company of his choice to do opinion polls for himself or herself. This is extremely dangerous. If this situation is not addressed--- view
  • 20 Apr 2011 in National Assembly: Mr. Speaker, Sir, I stand guided by the Chair on this Question because I had exhaustively handled it. However, there were a few clarifications the hon. Member wanted to know, especially relating to the quantum of funds given to students. I think the rest of the issues were well articulated. view
  • 20 Apr 2011 in National Assembly: Mr. Speaker, Sir, Dr. Monda wanted to know the amount of funds disbursed by Higher Education Loans Board (HELB) and the National Council for Science and Technology (NCST). He wanted to know the amount meant for each and every student. I want to state as follows: For HELB, 70 Masters students benefited. Each student got Kshs200,000 per scholarship. For Phd, 42 students were sponsored. Each student got Kshs450,000. This brings us to a total of Kshs158,900,000. The National Council for Science and Technology disbursed about KShs149 million. Masters students got Kshs200,000 each. Each of the Phd students got Kshs400,000. For ... view
  • 20 Apr 2011 in National Assembly: Mr. Speaker, Sir, on the issue of transparency, this is an extremely weighty matter. We get a lot of demands from Kenyan students on this issue of scholarships. So, we will reconsider that position. If our budget allows, we will consider printing the names of beneficiaries in our dailies. We, as a Ministry, will sit down and see whether we have money to do that kind of thing. It is a good proposal. We, as a Ministry, will take it up, deliberate on it and look at the possibilities of printing these names in our print media. Secondly, we will ... view
  • 20 Apr 2011 in National Assembly: Mr. Speaker, Sir, that is a good proposal because if you imagine a district like Loyangalani where Mr. Lekuton comes from, It is a proposal that we will take up and explore the possibilities of communicating to each and every district education officer on this issue of scholarships. So, we will take it up. Lastly, we will investigate on those two issues to make sure that no student who does not deserve this bursary gets it through crooked ways. I want to assure the House that on the issue of bursaries, we are transparent. We believe in meritocracy. We also ... view
  • 19 Apr 2011 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. My good friend, the Nominated Member for Orange Democratic Movement (ODM), Madam Odhiambo- Mabona, has just indicated that she knows some people who are corrupt or the dogs of corruption. Could she substantiate and name them here? view
  • 13 Apr 2011 in National Assembly: Mr. Speaker, Sir, I beg to reply. (a) Each country gives conditions for the award of their scholarships. The conditions are announced to the candidates when the scholarships are advertised in the local dailies; that is, the Daily Nation and The Standard newspapers. Scholarships are offered for both undergraduate and post-graduate students. The Government has a policy guideline regarding allocation of scholarships which are the eligibility criteria for nomination scholarship to beneficiaries. These are as follows:- (i) Regional balance which was previously based on provinces, but will now be based on counties. (ii) Course and level of study as outlined ... view
  • 13 Apr 2011 in National Assembly: Mr. Speaker, Sir, scholarships are also given by friendly countries and development partners, and are only tenable in the respective countries. These countries do not specify the amount of scholarships, but only state the areas they support; that is tuition, accommodation, air ticket, research fund, local travel during research, subsistence allowance, depending on whether the scholarships are full or partial. view
