  • 24 Jul 2007 in National Assembly: Mr. Speaker, Sir, it is not our responsibility to provide those services to Nyeri Municipal Council. It is the responsibility of the Ministry of Local Government to do so. I urge the hon. Member to direct a Question to that Ministry and he will be answered accordingly. On the issue of rates, I want to ask him to forward enough evidence to our office and we will deal with the matter expeditiously. view
  • 18 Jul 2007 in National Assembly: Thank you very much, Mr. Temporary Deputy Speaker, Sir, for granting me the time to support this very important Motion. view
  • 18 Jul 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I will try to be brief, so that other hon. Members can also get a chance to speak. First, I want to commend the Minister and his team for a job-well-done. The Minister has conducted the affairs of this Ministry in a very professional manner. I want to commend him, especially, for dealing with the teachers' strike, which was almost affecting the education of our children. Because of time, I want to raise a red flag. In this case, the Ministry will employ about 11,000 teachers this year. But I would like to say that ... view
  • 11 Jul 2007 in National Assembly: Thank you very much, Mr. Temporary Deputy Speaker, Sir, for granting me the opportunity to support the Motion on this Vote, which is so critical to the lives of Kenyans and our neighbours. July 11, 2007 PARLIAMENTARY DEBATES 2463 Mr. Temporary Deputy Speaker, Sir, first I want to congratulate the Minister of State for Provincial Administration and Internal Security, like my colleague did, for being very firm, decisive and consistent in dealing with insecurity issues in this country. We have heard a lot of criticisms from many quarters that the Ministry is not doing as much. However, let me tell ... view
  • 10 Jul 2007 in National Assembly: Mr. Speaker, Sir, I beg to reply. (a) I am aware that an elderly lady, who was residing on Plot No.Nyandarua/Oljororok Salient/2114, was evicted on Thursday, 14th June, 2007. (b) I confirm that the Plot No.Nyandarua/Oljororok Salient/2114 is registered in the name of Gikanga Rugu, now deceased, who was the husband of the elderly lady. Thank you, Mr. Speaker, Sir. view
  • 10 Jul 2007 in National Assembly: Mr. Speaker, Sir, I wish to confirm to the House that we have taken action on this matter. We realised that this lady was actually dispossessed of her land by some unscrupulous characters. We also learnt that the overlapping of Plot No.Nyandarua/Oljororok Salient/2114 by extending the boundary of Plot No.Nyandarua/Oljororok Salient/1337 was illegal, as it sought to extinguish the rights of the late Gikanga Rugu without compensation of some kind. So, I took immediate action last week. Mr. Speaker, Sir, I have instructed our Chief Land Registrar, the District Commissioner, Nyandarua, the District Land Registrar, Nyandarua and the District Land ... view
  • 10 Jul 2007 in National Assembly: Mr. Speaker, Sir, I have confirmed to the House that action has been taken. We will handle the other details with the hon. Member. Thank you, Mr. Speaker, Sir. view
  • 5 Jul 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I beg to reply. (a) I am aware that members of the Land Dispute Tribunal in Bondo District have not been paid all their allowances for the period 2004 to 2007. (b) My Ministry is seeking additional funds from the Treasury to pay the arrears. view
  • 5 Jul 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the problem of payment of allowances to Land Dispute Tribunal members applies across the country. All districts are having this problem. I want to inform the hon. Member that, in the last three years, Siaya District has received about Kshs1,031,200. In 2003/2004, Siaya District got Kshs229,453 and in 2004/2005, the same district got Kshs88,560. During the last financial year, the same district got Kshs550,000. The total amount is about Kshs1,031,200. This year alone, we have allocated about Kshs252,000. The amount will not actually assist our members because we have been given insufficient funds. However, we ... view
  • 5 Jul 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, with regard to the first question, I want to confirm to the hon. Member that we are doing something. It is not that we are not paying the committee members some allowances. We are paying the allowances but the amounts are not sufficient. The Questioner was actually a Minister for Planning and National Development in the previous regime, and he knows what the Medium-Term Expenditure Framework (MTEF) is all about. We have about six resource envelops. In our Ministry, we are under the Ministry of Agriculture. So, whatever we are given is what we will ... view
