  • 15 Nov 2006 in National Assembly: Mr. Speaker, Sir, the Ministry is on track on the issue of land policy. At the moment, we have only about two stages. In the next two weeks, the Ministry will organise for a national symposium where all stakeholders will bring their views which will be factored in the policy. After that, we will come up with a Sessional Paper that will be brought to this House for discussion and adoption. We are on course. I hope that as soon as these two processes are through, we should be able to have a land policy sooner rather than later. view
  • 15 Nov 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I also join my colleagues in actually supporting the creation of Masinde Muliro University of Science and Technology and also wish to say that Masinde Muliro did very many good things for this country but there is a part that has not been mentioned. Masinde Muliro actually participated in the expulsion of Pokots and Sabaots from Trans Nzoia District and that was not patriotism. However, we have forgiven him. He did those good things on behalf of Kenya and he also did bad things but we have forgiven him. view

  • 14 Nov 2006 in National Assembly: (b) The non-Tonde allottees of Tonde Squatter Scheme are 45 in number, that is, Nos.58, 59, 91-143, as per the list attached. (c) The squatter identification committee identified 119 squatters on the ground. All of them, without exclusion were allocated land. view

  • 14 Nov 2006 in National Assembly: Mr. Speaker, Sir, the issue of absentee landlords is rampant in this country. I want to advise the hon. Member to liaise with the District Land Adjudication Officer in Nyando District to establish the correct situation on the ground, that is whether these people are absentee landlords or residents of that area. If we find out that we have people who are not willing to settle on that land, then we will reposes it and assist those who need it. view
  • 9 Nov 2006 in National Assembly: Mr. Speaker, Sir, I beg to reply. (a) The Government has identified six provinces having squatter problems of varying degrees of severity since 2003. These provinces are Coast Province, Rift Valley, Nyanza Province, Eastern Province, Central Province and Western Province. (b) The new schemes are situated in various districts as indicated in the schedule which I will table before the House. This land belongs to the Government and some was acquired from the Agricultural Development Corporation (ADC). view

In addition to acquiring land from the ADC or the Government, the Government has come up with a policy of acquiring land from private citizens. This land will be used to settle squatters. We acquired some land from a private company and the process is still on. We have not settled these squatters. The process will take about five months and when we are through we will be ready to clarify appropriately. view

The House will bear me witness that we are coming up with a new land policy which is yet to be brought before the House. When we organised a seminar at the Safari Park Hotel, only a handful of hon. Members came to give their input. Mr. Speaker, Sir, we have an elaborate policy that is contained in that policy paper. We will have a national symposium very soon and I will invite my friend, hon.
