  • 17 May 2017 in National Assembly: Hon. Speaker, before I contribute to this Bill, I want to inform the country and the Minister for Interior and Coordination of National Government that a Member of the County Assembly for Baringo in my Constituency, Hon. Thomas Minito, disappeared yesterday at around 1.00 O’clock. Some people who masqueraded as police officers got hold of him and demanded that he gives a statement. Up to now, we are working round the clock with the police and the Ministry of Interior and National Coordination to locate this politician. • 21 Mar 2017 in National Assembly: Thank you very much, Hon. Speaker. I want to join my colleagues in thanking Bwana Bundi for a job well done. This is really a revolution in this House. Before we came up with the Parliamentary Service Commission (PSC), the National Assembly was actually a department in the Office of the President. Those of us who were in administration like District Officers (D.Os) and District Commissioners (D.Cs) would be posted here to serve as clerks but, our loyalties were always on the other side. It is really a great thing that you came up with this Commission. When somebody was ... view
  • 16 Mar 2017 in National Assembly: Hon. Temporary Deputy Chairman, I beg to move: THAT, Clause 25 of the Bill be amended in sub-clause (1) by deleting paragraph (b) and substituting therefor the following new paragraph─ “(b) make such report as soon as possible but not later than six hours after the death.” The import of this amendment is to correct the sentence in paragraph (b) so as to ensure that there is proper grammatical flow of the whole sub-clause. We are basically correcting some grammatical error. view
  • 16 Mar 2017 in National Assembly: Hon. Temporary Deputy Chairman. I beg to move: THAT, Clause 47 of the Bill be amended─ (a) by deleting the opening sentence in sub-clause (4) and substituting therefor the following new opening sentence─ “(4) If prescribed tissue has been removed, the Coroner shall not order the release of the body unless satisfied that─” (b) in sub-clause (6) by deleting the expression “6-monthly” and substituting therefor the words “six months”. The purpose of this amendment is basically to correct grammatical errors by deleting the word “however” and also by use of the word “shall” instead of the word “must.” So, it ... view

  • 16 Mar 2017 in National Assembly: Hon. Temporary Deputy Chairman. I beg to move: THAT, Clause 49 of the Bill be amended─ (a) in sub-clause (1) by deleting the word “must” appearing in the opening sentence and substituting therefor the word “shall”; and (b) in sub-clause (3) by inserting the expression “47” at the end of the sentence in paragraph (a). The amendment in (a) seeks to correct grammatical error by inserting word “shall” instead of the word “must”. The amendment in (b) seeks to provide correct referencing in the same paragraph. So, those are the intentions. view
