  • 23 Nov 2016 in National Assembly: In the interest of the other Members, I wish to support the Bill and encourage many Members to come with amendments. I also wish to congratulate the author, Hon. Agostinho Neto, for working round the clock to ensure that this Act is repealed. It is not easy to repeal an Act of Parliament. We are all in agreement with all the arguments he forwarded to the Committee. view

  • 23 Nov 2016 in National Assembly: Hon. Temporary Deputy Chairlady, I oppose this proviso. I agree with the Leader of the Majority Party and the Member of Parliament for Bondo, my friend from the other side that this is micromanaging elections; you predetermine. Let democracy prevail. When it comes to selecting members of the secretariat and other staff, the two-thirds gender rule can apply. This can apply especially when it comes to administration. view
  • 23 Nov 2016 in National Assembly: Hon. Temporary Deputy Speaker, I beg to move that the National Honours (Amendment) Bill (Senate Bill No. 16 of 2014) be now read a Second Time. • 23 Nov 2016 in National Assembly: These are very short amendments. The object of this Bill is to amend Section 6 of the National Honours Act, No.11 of 2013. It is to include the Senate’s Leader of the Majority Party and the Senate’s Leader of the Minority Party Bill in the membership of Parliamentary Honours Advisory Committee so as to ensure equitable representation of both Houses of Parliament in the Committee. The Bill neither delegates legislative powers nor limits fundamental rights and freedoms. So, I call upon Members to support this amendment because the Bill concerns county governments in terms of Article 110(1)(a) of the Constitution ... view
  • 16 Nov 2016 in National Assembly: Thank you very much, Hon. Speaker. On behalf of my family and the people of Tiaty who are great friends of the family of Otuoma, I would like to send my condolences to the family of Hon. Otuoma. I had the privilege of hosting Hon. Otuoma in my place when he was a Minister together with Hon. Washington Jakoyo Midiwo. At that time, he had just jetted in from Angola and we had a very good Harambee. From that time we have had a very close relationship with his family. I have been to Funyula where he had a very ... view
