  • 26 Apr 2016 in National Assembly: The import of this amendment is to ensure that there is thorough scrutiny of a person desiring to be registered as a security service provider. As you know, we will not entertain every Tom, Dick and Harry in the security sector. We need people who are serious and can take care of property. So, they must be thoroughly scrutinised. view

Ottichilo, who is a serious scientist, I oppose this amendment because this Bill gives the President the power to appoint the chairperson. It is prudent to do so since this is an issue of national security. As you know, the President is the Chairman of the National Security Council (NSC). Therefore, I plead that this amendment is opposed. view
