I just wanted to help him understand that proportional representation is not with regard to particular constituencies. A couple of things happened by the time we were discussing this Bill. For instance, the refugee issue in Kenya was hot and the country was bearing the brunt of many things. The Hon. Member for Kamukunji has spoken well with regard to what we want done in terms of management of refugees. The amendments he has proposed are good. The only problem is that they seek to reduce the management of refugees to an appendage of the Government. ... view

  • 31 May 2017 in National Assembly: It is true that clauses 4 and 5 that we were amending had typographical errors. We were only seeking to correct those errors. The problem begins in clauses 6, 7 and 8 which change the way to administrate refugee issues in Kenya. That is where the problem is. Once you deal with clauses 6, 7 and 8, the rest of the things can go the way the Committee is proposing and I have no problem with that absolutely. I would like to draw Hon.
