  • 31 May 2017 in National Assembly: Thank you, Hon. Chairlady. I would like to oppose this particular amendment. We spoke with the Chair of the Committee and this clause is not harmful but what he is trying to do now is harmful. Looking at the nature of Clause 9, it streamlines and outlines both the work of the Refugee Affairs Secretariat - which is now established - and the work of the Director of Refugee Affairs, which is the problem in refugee management right now in Kenya. To fuse the functions of the Refugee Affairs Secretariat and the Director of Refugee Secretariat is a small problem. ... view

  • 31 May 2017 in National Assembly: I would also like to explain to the Chair of the Committee that we are not trying to sort out the problem of refugee management in Kenya as it is right now. We are trying to see how best to improve it. How best to improve it would be in the manner of trying to isolate and distil the various functions as we tried to do in this particular Bill. That is why I request the Chair that we have a general working arrangement. I will support it where I think our philosophy is fine, but in this particular one, ... view

  • 31 May 2017 in National Assembly: Thank you, Hon. Chairlady. I made the decision to sit next to Hon. Kamama, so that we can oppose each other from close quarters. On this one, I really think he missed the point absolutely. We are establishing an appeals board. If you look at what he is trying to delete, he is trying to create an appeals board that is omnibus, for everyone else. But if you look at the representation that we had in the initial appeals board, there are reasons we put them there. We have a representative from the KNCHR and a representative from the National ... view

  • 22 Dec 2016 in National Assembly: On a point of Order. view
  • 22 Dec 2016 in National Assembly: Thank you, Hon. Speaker. I rise on a point of order under Standing Order Nos. 136 and 133. You have sufficiently spoken to us this morning in your ruling that was raised by the Member for Laikipia. Before I prosecute my issues under Standing Order No.136, let me thank you for using very good provisions of Standing Order No.29 (5) with regard to setting a specific time; that today, we can go until midnight. That is the reason why this House of debate should be allowed to expand the issues in the Standing Orders. Allow me to bring to your ... view

  • 20 Dec 2016 in National Assembly: Thank you very much, Hon. Speaker. I would like to refer you to Part VI of our Standing Orders which talks about the calendar, sittings and adjournment of the House. What Hon. Gichigi and the Member for Kikuyu have tried to canvass is good. But if you look at Standing Orders, you will find that Part VI is supposed to be read in a continuum. You cannot pick the parts that you want. That is why it talks about calendar, sittings and adjournment of the House. If you look at that part of the Standing Orders in a continuum--- I ... view
