Most important is what follows under Standing Order No.30. That is the reason I said that that ought to be read in a continuum. Standing Order No.30(1) says: “Unless the Speaker, for the convenience of the House otherwise directs---” I would like to take a pause there. In the morning before we convened the Kamukunji, you actually directed that we try to convene at 11.00 O’clock. That was your discretion. You can at some point use discretion to direct. So, at this moment, you have not directed as you did in the morning. But what is important is that the ...

Thank you, Hon. Deputy Speaker. I thank my colleagues for showing overwhelming support for this Bill. With my 10 minutes, I would like to donate the first two minutes to Hon. Esther Murugi, the next two minutes to Hon. Rachel Ameso and one minute each to Hon. David Wafula, Hon. Richard Tong’i and Hon. Abdul Dawood. I think I will have a balance of three minutes to reply. Thank you.

Thank you, Hon. Deputy Speaker. First, I would like to apologise immensely to Hon. Shinali, the Member for Ikolomani and a Member of the Caucus. I am not able to donate any time. Hon. Leshoomo, I apologise. I wish I could donate some time to you but I look forward to you participating in the Third Reading of this particular Bill. I thank my colleagues for supporting this Bill. I am happy with the comments that I have received and some of them are going to be used to improve the Bill. I assure my colleagues that this is a ...

Thank you, Hon. Temporary Deputy Chairman. First, I confirm that I come from Homa Bay County which is the county of wrestlers and we also wrestle with many other things. I would like to support this particular amendment by the Committee Chair. Indeed, what Hon. Duale said is true and it is what informed the Committee. We were trying to tame the discretion of the judge. So, we were removing discretion but giving the judge yet another thing of saying whatever they think is reasonable but, at least, deleting the discretion. Therefore, I support this particular amendment.

Thank you, Hon. Temporary Deputy Chairman. I would like to support the amendment. In fact, once passed, the Contempt of Court Bill will become a premier law with regard to contempt of court. Using the word “derogation”, like the Departmental Committee Chair has said, does not make a lot of sense in this case. Therefore, I support this amendment so that once approved, this law can supersede any other law on contempt of court. Thank you.

Hon. Deputy Speaker, I beg to move that the Refugees Bill be now read a Second Time. As I move that this Bill be read a Second Time, I would like to thank the staff, Irene Namunyak and Kwame Oyugi who did the research work for the past two years supporting this work. I would also like to thank the Chair and the Members of the Departmental Committee on Administration and National Security even though they are not in the House today to respond to petition issues. They have been very useful in terms of contributions and challenging the various ...
