Hon. Deputy Speaker, thank you for the chance to speak to the amendment. I support the amendment that money be given to the National Gender and Equality Commission. Of course, I also agree with hon. Musyimi that we should not take money away from the audit of the Constitution. I am the person who presented a petition on behalf of some Kenyans who made a request in terms of the National Assembly giving a proper audit in terms of how the Constitution is being implemented, and the best ways in terms of cutting costs. We talked with the Chair yesterday ...

I think that the Commission ought and needs to be given money. The Budget and Appropriations Committee needs to find money for them from somewhere. That is because anything else that supports the women of this country needs to be advanced I think it is within the province and purview of the Justice and Legal Affairs Committee to find them some money.

Thank you hon. Speaker. I rise to support this particular Motion. It is, indeed, useful to have a Powers and Privileges Committee. But if you see the statute that establishes the Powers and Privileges Committee, it is one that is hopefully supposed to protect Members as opposed to just only punishing them. The object of this particular Act is to protect the fundamental freedoms and freedoms of speech of Members of Parliament as well as, of course, ensuring that they conduct their affairs in a more applicable manner. You know for a fact that the courts of law have granted ...

precincts of Parliament. I think those are things that fall within the very ambit of the Powers and Privileges Committee. If at all the fundamental freedoms and things we speak in the House, in the committees of the House and things we believe are fair comments in terms of helping committees of the House progress and move fast, these are the things that ought to be protected by the Powers and Privileges Committee. That way, the Members sitting in the Powers and Privileges Committee should not only think that it is a disciplinary tool for Members who actually will go ...

Thank you, hon. Temporary Deputy Speaker. However, much I support these amendments, I have no intention of engaging in the quail egg business. I would like to support hon. Sakaja’s amendments which speak to the core issues of the youth in this country. They, of course, give effect to Article 55 of the Constitution which then implies that the Government is under obligation to give the youth of this country opportunity. So, this is a timely amendment that gives the necessary constitutional effect. Hon. Temporary Deputy Speaker, there are a couple of things that I would like to raise in ...

Thank you, hon. Temporary Deputy Speaker. I was saying that hon. Sakaja is not right that this Bill limits Article 27 of the Constitution. It is my considered opinion that the amendment he is moving is actually not limiting the Constitution because it is a positive right. That is because he is giving the youth something that has not been given to them. So, it actually gives effect to Article 27(6) of the Constitution which is then not a limitation in the manner that Article 24 envisages.

Hon. Temporary Deputy Speaker, because my time is running out, we will engage with hon. Sakaja to see how best to polish the various parts of the Public Procurement and Disposal Act so that no part of it is in conflict with this particular beautiful amendment that he is making, so that it is all in harmony and the youth are able to make the best out of it.
