terms of what the hon. vice-chair of the Departmental Committee on Justice and Legal affairs said. This can then not be done by people who are bothered about bread and butter issues. The person bothered about bread and butter will not have a lot of time to help in terms of helping in legislation or pro bono legal services. To give a chance to those who are ordinary members and also special members or non-practising persons is good. Then you have people who would move the country forward in terms of assisting members of the public in matters incidental to ...

Hon. Temporary Deputy Speaker, also the guiding principle of this Bill, as enunciated in Section 6 of this Bill, makes it look very attractive. If the LSK were to have constitutionalism, justice and the rule of law in facilitating access to justice, then we would be walking towards a country that is very good and fair. I would also like, particularly the protection of public interest as one of the key principles that will be guiding the LSK.

I think this is a Bill that was timely. It is going to help bring the legal profession to the next level. We will have credible elections conducted for the society. We will then be sure that we will be having a body that is guiding the legal profession and a body of people that we can be proud of. With those few, remarks, I support. Thank you very much.

Thank you, hon. Temporary Deputy Speaker. First, I would like to take this opportunity to wish hon. Alice Wahome and all other Members a very happy new year. Hon. Temporary Deputy Speaker, I will not sit here and let hon. Alice Wahome misinform the House. The process of coming up with the officials of the KYPA was elaborate. Hon. Members were invited for a retreat on a weekend. The elections were done in a free and fair manner.

Thank you, hon. Speaker, Sir. My intervention has nothing to do with rules and procedure. I would like your indulgence because what I would like to request, you are the guiding zone and has nothing to do with the rules and procedure, if I may proceed. It is a matter that will be requiring your ruling or interpretation on a Constitutional matter. This is with regard to the next Order we are about to embark on. So if you please, I may proceed just to request on---

Thank you very much, hon. Speaker. It is really humbling that at least you indulged me on this particular one and I appreciate it. I would like to rise to request you to make a ruling with regard to constitutional issues arising out of the order we are just about to embark on. I really appreciate the fact that you gave one of the hon. Members a chance to address the House and it was really nice to see both sides of the House move towards achieving consensus on issues of national building and in terms of legislation. Hon. Speaker, ...
