  • 29 Aug 2018 in National Assembly: Thank you, Hon. Speaker. I seek your guidance as to whether Parliament legislates through intimidation or attire. Parliament has procedures and rules. If you want to raise a discussion, there are procedures and rules. You do not need to intimidate us through a new attire that you have not explained. Give us a further explanation on how you want us to implement the one-third gender rule, but not through attire. There are rules and regulations. view
  • 15 Aug 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. Because of time, I will contribute for two minutes. I also rise to support this Report on the improvement of services and facilities for Members in Parliament. There are three arms of Government; namely, the Judiciary, the Executive and the Legislature. The Judiciary has a very strong facility in terms of training for its staff and upgrading human resource. There is the Kenya School of Law where they hold regular courses. The Executive has Government schools. • 9 Aug 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. We came in to transact the business of the House today. The House Business Committee had allotted all this time to the respective Motions and reports from various Committees as listed on the Order Paper. It seems that the Chairs of various Committees are not taking the business of this House seriously. The Jubilee Party has enough Members of Parliament. Can you replace the lazy Chairpersons and appoint others? We are here to transact business on behalf of the people of the Republic of Kenya. view

  • 27 Jun 2018 in National Assembly: Hon. Temporary Deputy Chairman, under what Standing Order did he withdraw or shelf the idea on the amendment on betting and lottery? Explain to us. Are you circumventing due to some pressure from somewhere because of this sin tax? Sin tax is charged or pegged at the highest level everywhere in the world. It is on cigarettes, beers and such. Even in church, you cannot tithe using money from prostitution or money from sales of dogs. Sin tax must be charged at the highest level. view

I would like to contribute on various sectors in regard to the Presidential Speech. The first sector is the overall environment of the country as pertains economy, especially in line with the issue of corruption. What happened yesterday where all the procurement officers and principal accounting officers of various ministries or all ministries were thrown out of the offices is unnecessary. I have seen a circular from the Head of the Public Service. What they are trying to do, if you look at the circular, ... view

  • 5 Jun 2018 in National Assembly: to dissolve the Cabinet and put in serious characters who can advise him on how to run the country. At the moment, the President is running the show alone. Hon. Temporary Deputy Speaker, I also suggest that we cannot put prosecution powers under one office, with regard to what has happened in the National Youth Service, the Kenya Pipeline and other institutions. I will bring a Motion before this House so that we amend the procedure on prosecution to give the Ethics and Anti-Corruption Commission (EACC) some powers. This is my proposal. I will bring it under a Bill as ... view
