On a point of order, hon. Temporary Deputy Speaker. The Member on the Floor has not clearly indicated to us the functions, as stipulated in Schedule Four of the Constitution, which are supposed to be devolved. Those functions are supposed to be devolved as per the Constitution. It is not the work of the President, but it is the work of the entire Government that those function should be devolved. He should tell us the functions that are supposed to be devolved in Schedule Four of the Constitution.

Thank you so much, hon. Temporary Deputy Chairman. I am a son of a pastor and I want to say that what the right hand does, the left hand must know. In a marriage, the wife and the husband are one and the same. So, you must inform your wife when you are going to marry a second wife. You must! I support the women. That section should not be deleted.

I am rising on a point of order to request the Member who has just been on the Floor to declare his interest in this matter because by supporting this Bill, he is actually supporting his fellow family member who is a Senator and who happens to be his brother. Can he declare his interest first before he comments on this topic?

First, the customary marriage is the greatest beneficiary of this modern Bill at this particular time in this country. This Bill gives great honour to the founding father of this nation, Mzee Jomo Kenyatta, because you know the President of this Republic is a son originating from a polygamous family. The other great son of this nation originating from a polygamous family is Cardinal Maurice Otunga. The other son is Barack Obama who is the President of the United States of America. Today, I have been in somebody’s home trying to solve a problem related to marriage. It is a family that is divorcing and it is related to me. I told them that today I will stand in Parliament and give my contribution on the Marriage Bill. The problem was about sharing of assets because the husband wants to marry a second wife.
