Mr. Temporary Deputy Speaker, Sir, these are factual things and the points of order will not change that.

9 May 2012 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, I hope you will consider that my time was consumed in this debate and give me a few more minutes. Mr. Temporary Deputy Speaker, Sir, the more I listen to hon. Ojode, the less I understand him. Right now, I understand him to be fairly making an attempt to answer Questions, but probably I do not see any actions on the ground. He is talking about the general election and insecurity, and yet in Isiolo we have faced insecurity for all these years. I do not need to wait for general elections. From Isiolo to ...

8 May 2012 in National Assembly:
Madam Temporary Deputy Speaker, it has been said that this is a death of a Kenyan, and this Assistant Minister is responsible for the security of Kenyans. I can confirm that there are extra-judicial killings not only in Nairobi but also in Isiolo and a Question will be brought before this House perhaps in the next few days. The Assistant Minister was told by the hon. Member that this matter went to court and the records are in court. Why did he not take initiative to find out what happened? He is reluctant even to acknowledge this; to go and ...

Madam Temporary Deputy Speaker, this is not the first time we have heard of matters concerning NHIF. I believe it will not even be the last time we will hear of them. This is simply because NHIF is a very liquid organization. Because it is liquid, it has been prone to abuse. Indeed, this is an area that requires investigations. The whole purpose of a Ministerial Statement is for instant accountability. Mark my words: “instant accountability”. The Committee can proceed with its in-depth investigations. Kenyans are very keen; this is a matter that involves so many employees including yourselves. Indeed, ...

Madam Temporary Deputy Speaker, I beg to support this Motion on the strength that it is important that we look at these Bills in detail and be able to come out with something that is concrete and, perhaps, watertight. However, any Bill is about negotiations and how you negotiate is based on the obstacles that you find or see in that Bill. The negations, however, cannot also go on indefinitely. It must stop at some point. I hope that in this case, we will be able to finally come out and manage the situation. Sometimes, when negotiations are over-done, then ...

Mr. Deputy Speaker, Sir, I am not sure that this Question has been attended to as required, because the Assistant Minister seems to be hiding behind this policy, which I believe he has not brought to this House. If he has not done so, I am surprised that we are talking about it. Having said that, could he produce the list of 16 district and community cultural centres that they have constructed?

Thank you, Mr. Deputy Speaker, Sir. The list that the Assistant Minister provided does not indicate when these funds were availed and in which financial year so that we can know the details. However, since the Assistant Minister is being mean with his answers, I will ask him when he will construct a cultural centre in Isiolo South.
