  • 26 Oct 2011 in National Assembly: asked the Minister for Education:- (a) the level of the girl-child enrolment and transition rate in Marsabit and Isiolo counties at all levels; and, (b) what Government schemes exist to encourage and promote girl-child education in the two counties. view
  • 26 Oct 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. To start with, I did not get the answer that the Assistant Minister is referring to. This is voluminous, but I have not seen it up to now. I wish to interrogate that answer along the lines of the Question that I have asked, which is about girl-child enrolment. From what I hear and what the Assistant Minister has given, there is nothing that the Ministry has done since it was born in northern Kenya, particularly in upper eastern. Would I, therefore, be in order to ask to be given more ... view
  • 25 Oct 2011 in National Assembly: Mr. Speaker, Sir, the situation in Isiolo is extremely worrying. In this House, on Thursday, 10th September, 2009, more than a year ago, I raised the same issue of insecurity in Isiolo. In a span of three months, from June to September, the Minister confirmed that there were five incidences of highway banditry on the Isiolo- Modagashe Road. Since that time, the situation has not changed in spite of the assurances given by the Assistant Minister, similar to the ones he is giving now. This is a clear indication that this matter cannot be managed by the security forces. I ... view
  • 25 Oct 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. This issue did not happen yesterday or this month. I can even produce a record of last year when I raised the same issue in September, in this House, where I have the answer from the Assistant Minister. Is he in order to tell us right now, he has no adequate information to be able to respond to the IDPs in Isiolo and give them the requisite assistance, one year down the line? Some of these incidents occurred yesterday, but these incidents have been there for a long time. view
  • 25 Oct 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. The Member for Gichugu asked the issue of administrative boundaries of Isiolo and Tigania East and particularly the issue of where the councilor for Ngarimara falls. Is it within Isiolo County Council or elsewhere? Mr. Speaker, Sir, is the Assistant Minister in order to avoid answering that aspect of the question? view
  • 19 Oct 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. On 7th September, 2011, just a day before the House went on recess, I had requested the Minister of State for Provincial Administration and Internal Security to give a Ministerial Statement regarding the fluid security situation in Isiolo. Since then, the situation has deteriorated. This is a matter in the public realm and I would like the Minister to provide that Statement. view
  • 7 Sep 2011 in National Assembly: Mr. Speaker, Sir, I rise to demand for a Ministerial Statement from the Minister of State for Provincial Administration and Internal Security regarding the upsurge in insecurity around Isiolo, Samburu and Marsabit triangle where in the last two months, there have been seven attacks on Isiolo pastoralists. This has caused ten deaths and thousands of livestock stolen. This culminated into the death of four people last night. Three others have been critically injured in the same area. I want the Minister, in the Statement, to give details of all those incidents. In addition, he should state why these incidents have ... view
  • 7 Sep 2011 in National Assembly: Mr. Deputy Speaker, Sir, I want to join my colleagues in supporting this Motion. Without the risk of repeating what has been said, one of the things that I really want to state categorically is that power is central to the development of any nation. If we cannot drive our machines, light our houses and do all that appertains to power, certainly, we will not go far. Indeed, one of the things which is threatening Kenya and Africa at large is unemployment. This can be sorted out through availability of cheap and reliable power. You know that power in this ... view
  • 1 Sep 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the House Business Committee is a creature of this House. From the events that the Chairman of the House Business Committee has enumerated, it looks like they are unable to resolve this matter. Why can they not bring this matter here, so that the Plenary can sort it out once and for all? view
  • 1 Sep 2011 in National Assembly: Madam Temporary Deputy Speaker, I want to be very brief. I appreciate that you have given us the limited time. I want to make two points. The first point is that we must realise that we have moved in the right direction. These positions were advertised. Shortlisting was done. The interviewing panel was different. The vetting board for judges and magistrates is now different from the people who interviewed the persons to sit on the Board. Finally, it had to come through this process. So, this is the right thing. The second point I want to make to the CIOC ... view
