On a point of order, Mr. Deputy Speaker, Sir. Now that he is requesting for more time and part “b” of the Question is about the projects started, could he also, in the same report, to save on time, specify what is the status; whether or not the projects are complete?

Mr. Deputy Speaker, Sir, given that this is a huge Fund and if it is true that the Ministry gave the money to the bank at 6 per cent and did not fix any ceiling on how the banks would deal with people, then that is a very serious omission. I want to support hon. Mwathi’s request that this is a matter, with your direction, that should be referred to the relevant Committee so that they can interrogate this scheme.

Mr. Speaker, Sir, the Member for Mwala has said that some of the boreholes were sunk six years ago. Since these boreholes were meant to serve people, and they have not been serving them for the last six years, why does the Assistant Minister not use the selective tendering process to shorten the implementation period, so that the people of Mwala can benefit from the boreholes?

On a point of order, Mr. Speaker, Sir. Is the Minister in order not to answer part “b” of the Question which asks that the date of application be stated in the answer? The date that we have on this answer is the date applications were received at the headquarters. This is very key given the information he has given concerning timelines.

Mr. Speaker, Sir, one of the biggest hindrances to provision of emergency medical services in northern Kenya is the cost of maintenance of vehicles and operational costs relating to fuel. Patients in that part of the country pay for fuel for Government ambulances. What is the Assistant Minister doing to ensure that this comes to a stop and the Ministry provides the necessary fuel and meets maintenance costs?

Mr. Speaker, Sir, I withdraw, but substitute it with the words that the functions of that Committee have been paralyzed. Why would the Vice-President not allow this House perhaps to form an ad hoc Committee to investigate this matter and report back to the House with a view to making appropriate recommendations for those who are responsible for paralyzing the activities of this important Committee?
