  • 18 Jan 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. I need your guidance on this matter because with regard to matters of PIC, there are clear procedures on how to handle them by way of a memorandum, where the relevant Ministry is contacted and appropriate action is taken. I was wondering whether this has become a summary matter. When will the Minister for Public Service handle all those matters? view
  • 18 Jan 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. I rise to seek a Ministerial Statement from the Minister for Forestry and Wildlife regarding the ongoing recruitment of rangers by the Kenya Wildlife Service (KWS). I would like him to explain why the recruitment exercise is being carried out at the county-level as opposed to other recruitment exercises, which were all held at the district level. In view of the fact that recruitment at the county level is disadvantageous to the people in the vast and arid counties, the Minister should clarify the methodology and formula used to address any imbalance, ... view
  • 18 Jan 2011 in National Assembly: Thank you, Mr. Speaker, Sir. view
  • 21 Dec 2010 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Going through the report, I agree with hon. Kamama that the way the Vice-Chairman is addressing some of the issues, he is strongly opposing it. In the report, I do not see all the objection issues that he has raised. They are new. view
  • 21 Dec 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, arising from the matter that has been raised by hon. Affey, it is quite clear that from this Report--- Page 29 of the Report says that IIBRC Bill 2010 allows the House to expeditiously move within a period of one month from the date thereof, to enact a law in accordance with Article 88(5) and 250 of the Constitution to anchor the new Independent Electoral and Boundaries Commission established in Article 88 of the Constitution. On Part (c), it talks about a law to define urban areas and cities and sparsely populated areas, which law ... view
  • 16 Dec 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. While I appreciate the efforts of Mr. Ethuro, Sudan is an independent country and whether it is true or not, occasionally, Kenya has been accused in the Wikileaks of one thing or the other. As a country, the larger interest of this country is more important than what could be considered sectional interest. Therefore, as it has always been, we need to maintain our neutrality. As much as we could wish Sudan the very best, we need to contain our emotions which by this Motion seem not to be controlled. As ... view
  • 16 Dec 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. It looks like the contributions are now repetitive. Will I, therefore, be in order to call upon the Mover to reply? view
  • 16 Dec 2010 in National Assembly: Mr. Deputy Speaker, Sir, I will be very brief because many hon. Members have already covered this issue. Like Mr. Ruto has said, it appears as if our lawyers keep on taking us back and forth as usual. However, in making that decision, I would like to bring one issue to your attention. That is exactly what Mr. Mungatana quoted about the general rules of the international law as it is prescribed in our Constitution. The same law about the Rome Statute gives a provision for a country to withdraw. view
  • 15 Dec 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. The officers are in breach of the Public Officers Ethics Act. view
  • 15 Dec 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. It is very clear that the law has been breached. The Bill of Rights in the Constitution has been breached, particularly in relation to the marginalized communities. The Assistant Minister is taking this matter very lightly. He is very aware of this, but is feigning ignorance. Is he in order to feign ignorance on a matter he is very familiar with? I request that the Chair refers the matter to the Committee on Equal Opportunities which can recommend to the House the appropriate action to be taken. view
